International Consultant - Economist (5 person-months; intermittent)

The consultant will lead the research on historical growth experience of the Philippines, analyze it in the context of experiences of the Asian emerging economies, recommend alternative economic growth strategies for the Philippines for more effective job creation and poverty reduction, and recommend strategic policy road map and specific actions for achieving the desired development outcomes. The Philippine Development Plan (2011-2016) will also guide the preparation of the strategic policy roadmap and actions.

The consultant will lead extensive consultations on the draft strategic policy road map with regional experts and stakeholders in the Philippines including academe, research organizations, think tanks, private sector, civil society organizations, and development partners. The consultant will also participate in and provide strategic guidance to the policy dialogue with the Government on the recommended roadmap and actions. The consultant will also advise and assist in the selection of regional experts and resource persons for these consultations. Feedback from these consultations will be taken into account in drafting and finalizing the policy roadmap and actions.

Specific tasks of the consultant will include the following:

(i)Review the study report of the ongoing study of the structural transformation study in the Philippines and list up key policy issues for a successful structural transformation in the country;

(ii)Review the current public support by investment and trade promotion agencies and identify their key challenges;

(iii)Review the current dialogue and coordination mechanism between the public and private sector and identify their challenges;

(iv)Prepare the draft strategic policy paper that identifies key policy recommendations to the Government for successful structural transformation;

(v)Organize the workshops and seminars to discuss key policy recommendations in the draft strategic paper with key stakeholders including the government agencies, business communities, development partners, and academe. Work as a resource person for the workshops and seminars;

(vi)Finalize the strategic policy paper by incorporating feedbacks obtained in the consultation process with stakeholders;

(vii)Organize seminars and workshop for disseminating key policy recommendations to stakeholders; and

(viii)Supervise the national consultant.

National Consultant - Economist (4 person-months)

The consultant will assist the International consultant in doing the background research, preparing the strategic policy road map and actions, and organizing seminars, forums, and consultation meetings. Specific tasks will include:

(i)Analyze structural transformation in the Philippines;

(ii)Analyze potential of structural transformation in the Philippines at the product level, and measure job creation effect of unexploited products;

(iii)Analyze the services industries, including IT and IT-enabled industries including business process outsourcing in the Philippines and selected other regional countries in terms of their job creation effect and linkages with the rest of the economy;

(iv)Provide needed inputs for the strategic policy paper

(v)Provide administrative and technical support to the ADB project officer, and the international consultant under the S-PATA.
