To develop a comprehensive modular internet based platform for internal and external users (including DMCs, financing partners, and ADB staff), comprising a cofinancing e-learning course, a module on financing partner information, and a platform for networking and knowledge exchange, as well as through pilot workshops on the ground.
Clarifications of Outputs:
The TA specifies three outputs: (i) Comprehensive tools and materials for external cofinancing seminars; (ii) a financing partners handbook, based on the seminar tools and materials, and (iii) a knowledge platform for information sharing among DMCs, financing partners and ADB.
Output 1: The seminar tools and materials will be developed with two perspectives in mind: (i) to increase the understanding of DMCs, financing partners and ADB staff, particularly in field offices on how to collaborate, access, process and implement cofinancing for ADB projects, and (ii) to increase DMCs, financing partners' and ADB staff's understanding and ease of integrating cofinancing into ADB's operations cycle. Corresponding to these perspectives, the materials will be developed as a comprehensive cofinancing training course and will include information on ADB's cofinancing processes and procedures during all processing stages. Information on the current setup of financing partners will also be prepared. The seminars will take the form of workshops to highlight their hands-on nature.
Output 2: The financing partners' handbook will rather than as a printed handbook be delivered as an online compendium of the current setup of financing partners developed under output 1. In addition, the cofinancing training course developed under output 1 will be delivered as an e-learning course.
Output 3: The knowledge platform for information sharing will be web-based and will seek to integrate the information in the compendium and the e-learning course in a user-friendly format.
We would like to note that the envisaged database for single and multidonor trust funds, including the Financing Partnership Facilities is not currently relevant to the three outputs as defined in the TA paper.
