|Project Rationale and Linkage to Country/Regional Strategy||The government has requested ADB's support for a strategic economic assessment to inform their long term strategy for promoting inclusive growth. The results of this assessment can also be used to inform prioritization and coordination under the existing MTDP so that, in the medium term, investments are made in line with the long term inclusive growth strategy. The government has also requested ADB's assistance in improving implementation of its development strategy and economic policy. This TA will support the government to develop guidelines for monitoring the implementation of development strategy, and train key government officers in the application of these guidelines. This is one key step towards improving implementation. This is an essential complementary investment to the economic assessment. The government acknowledges that the implementation of past strategies was unsatisfactory and that this has compromised their effectiveness. Overall, the proposed TA will therefore provide support to the government in developing, implementing and monitoring development strategies to promote inclusive growth.|

|Progress Toward Outcome||
The first phase of the growth diagnostic study of the Kyrgyz economy has been conducted in consultation with the government, civil society, private sector companies, and academia in Bishkek and regions, and identified the key constraints to inclusive economic growth. The first phase of the study was discussed and presented to representatives of all key line ministries and agencies. The government used the study as one of the background documents during the development of the National Sustainable Development Strategy 2013-2017 (NSDS). NSDS was approved by the President in January 2013.
The TA was extended with no additional cost from 31 March 2013 to 31 March 2014 and then to 31 December 2014 at the Government request to support the monitoring and evaluation (M&E) of sustainable development strategy, and to conduct additional analysis of the competitiveness of the economy. The extensions addressed urgent needs of the government while it was preparing an action plan for the newly developed NSDS, and the medium-term development program and building its M&E capacity. Also, the growth diagnostic study results dissemination workshop was conducted with participation of all stakeholders. In 2014 the report was embellished with additional chapter and updated with the latest available data. The report findings were presented to donor community and academia in December 2014. The final report was translated into Russian upon government's request, printed and disseminated to the government, donor community, civil society, private sector, academia and other stakeholders in February 2015. The report is also available on website.
The TA was extended till 15 February 2015 for finalising the report and translating, printing and disseminating to all stakeholders.

|Consulting Services||The S-PATA will support three person-months of international consulting services and six person-months of national consulting services, and training and capacity development needs. Consultants will be recruited on an individual basis, in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). Consultants will be recruited on an individual basis because they are required to provide training, policy guidance, special studies and specific expert advice on highly technical subjects, and because only three consultants are required. Appendix 3 provides the outline terms of references for the consultants. The S-PATA disbursements will be made in accordance with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time).|
