China, People's Republic of : Fiscal Policy for Urbanization, Industrialization, and Agricultural Modernization in Henan
The TA will assist the Henan provincial government to analyze the interlinkages among various aspects of urbanization, industrialization, and agricultural modernization; and to formulate effective fiscal policy recommendations to support integrated development led by new urbanization. Building on previous TAs, the TA will focus on defining fiscal policy choices to support the integrated three transformations development strategy. The policy recommendations will be made relevant not only to Henan and the central government, but also to the neighboring provinces included in the Central Plain Economic Zone. The TA findings can also serve as case studies for further work of Government and ADB on local government financing and fiscal decentralization.

| Status of Implementation Progress (Outputs, Activities, and Issues) | The inception workshop was held in May 2014 and inception report was approved by the EA. The national consultants conducted extensive consultations with key stakeholders, including provincial government and other regions' industrial zone, in formulating fiscal policy proposals. Draft, mid-term, and final reports have been submitted and reviewed. Final review meeting was held in July 2015. |

| During Project Design | The Henan Department of Finance was actively engaged in project preparation. In addition, consultation was undertaken with the Scientific Research Institute; the Henan Provincial Department of Agriculture; the Henan Provincial Department of Housing and Construction Office; the Henan Provincial Industry & Information Technology Department; the Huaxian County Finance Bureau; the Huaxian County Industry Cluster District; and the Bao Zhuang Village Committee. |

| Consulting Services | The TA will require a total of 3 person-months of international consulting services (Public Finance Specialist) and 24 person-months of national consulting services (Senior Public Finance Specialist/Team Leader, Development Survey Specialist, Urban Development Economist, Rural Development Specialist, and Development Economists). The consultants will deliver a comprehensive report comprising eight studies. The EA will select international and national consultants to provide inputs as well as short-term resource persons and task-specific experts. ADB will negotiate and sign the contracts with the consultants and resource persons. The consultants will be hired in accordance with ADB's Guidelines on the Use of Consultants (April 2010, as amended from time to time). |
