Project Outcome
Description of Outcome More equitable access and retention of ethnic minorities, girls, and disadvantaged children in LSSs in northern midland and mountainous areas, central highlands, Mekong River Delta, and north central and central coastal areas, which are frequently affected by typhoons.
Progress Toward Outcome

Construction of LSS in 28 provinces (Phase 1) commenced in Q3 2016 and is expected to be completed in Q2 2018. Equipment for district CECs have been procured, and procurement of equipment for school clusters is on-going.

The project implementation consulting firm has been mobilized to provide inputs on topics including school cluster organization, vocational and career counseling, block grant activities, and disaster management training. Their inputs are ongoing.

Status of Implementation Progress (Outputs, Activities, and Issues)

Output 1: 28 out of 50 LSS construction packages have been awarded. 278 classrooms, 18 common toilets, 127 teacher housing units, 162 semi-boarding facilities, 18 kitchens, and 24 toilets for semi-boarding facilities are currently being constructed. 18 classrooms have been completed. Bidding documents for furniture and equipment of these facilities are currently under review.

Draft BCC manual is being evaluated. Draft manual on implementation of block grants for provinces is also being developed.

Output 2: ICT equipment has been procured and delivered to 86 CECs. Instructional materials for: (a) preservation and promotion of ethnic minority cultures and values; (b) disaster management education; and (c) vocational counseling and guidance suitable for ethnic minorities being developed.

Output 3: Manual on organization and management of school clusters was drafted, and is currently being evaluated. Financial mechanism for block-grant funded school clusters and manual, as well as selection criteria for school clusters to receive block grants were submitted to ADB for review.

Output 4: Project implementation consultant provided technical inputs in the development of a manual on the implementation of project activities. 1st APFS has been submitted and disclosed. CPMU has been established. Office furniture and equipment have been procured and delivered.

Summary of Environmental and Social Aspects
Environmental Aspects The project is classified as Environment Category C. The construction of additional school facilities will have very limited adverse impacts in the form of noise, dust, vegetation removal and clearance, localized erosion and sedimentation, and waste disposal.
Involuntary Resettlement The project is classified as B for involuntary resettlement (IR). Civil works and construction activities will be done inside the compounds of existing LSSs, and land acquisition is unlikely. In case some facilities will require land, such will be minimal, considering the nature of the civil works. Facilities that will involve significant land acquisition/ resettlement impacts will not be considered in the project. Initial screening of the 200 shortlisted LSSs for the construction of additional facilities did not identify any land acquisition and resettlement impacts. This will be confirmed when the shortlist of LSSs and facilities to be constructed have been finalized and approved. A Resettlement and Ethnic Minority Development Framework (REMDF) was prepared to guide field-based screening of each of the proposed facilities and LSSs, and measures to address potential land acquisition and resettlement impacts and adverse impacts on EMs have been identified and included in the framework.
Indigenous Peoples The project is classified as B' for indigenous people (IP) safeguards. The proportion of EM population is one of the criteria used for selecting the districts to be included in the project, particularly in the Northern Midlands and Mountains, Central Highlands, and Mekong River Delta. Measures to benefit the poor and EMs in the project areas include: (i) constructing additional educational facilities in EM areas; (ii) encouraging EM parents to enroll their children in LSSs; (iii) developing regional textbooks suitable to the needs of EMs and students; (iii) producing instructional materials on life skills education and preservation and promotion of EM cultures; (iv) providing vocational counseling and guidance suitable for EM areas; and (v) establishing teacher networks among cluster group schools in EM areas. Adverse impacts on EMs are not anticipated. Minor impacts, if any, will be limited to the loss of land in the unlikely case that a facility will have to be constructed beyond the existing LSS compounds. The REMDF describes the project elements that benefit EMs and will guide the screening of any site-specific adverse impacts of facilities on EMs.
Stakeholder Communication, Participation, and Consultation
During Project Design CPMU will work with MOET and other related agencies in order to outline project implementation. CPMU will coordinate with PPMUs in the 28 selected provinces and project group for providing directions, monitoring and feedback for smooth implementation of the project. Each PPMU will be established by the PPC, which will authorize and manage project activities at the local level. The DOET and BOETs in each province will support the PPMUs in the implementation of project activities. BOETs will ensure that LSS teachers understand the project outline, purpose, and meaning.

Business Opportunities
Consulting Services Under the project, two consultant packages: (i) project start-up consultants (2 person- months for international and 3 person-months for national consultants); and (ii) resettlement specialist (2 person-months for international and 16 person-months for national consultants) with a total budget of $148,000 will be applied for retroactive financing. The recruitment of the consulting firm for the Project Implementation contract and preparation of the draft bid documents for civil works will be also started before the project effectiveness as an advance action.
Procurement

All procurement of goods and works will be undertaken in accordance with ADB's Procurement Guidelines (2013, as amended from time to time) and the procurement plan prepared and agreed between the Government and ADB.

For goods, ICB procedures will be used for goods valued at $500,000 or above; national competitive bidding (NCB) procedures will be used for goods valued below $500,000; and shopping procedures may be used for goods valued below $100,000. For works, ICB procedures will be used for works valued at $5,000,000 or above; NCB procedures will be used for works valued below $5,000,000; and shopping procedures may be used for works valued below $100,000.
