The Asian Development Bank is helping Viet Nam cut barriers to lower secondary schooling for disadvantaged groups. The project funds new school facilities, teacher training, textbooks, community outreach activities and the creation of school cluster groups to boost enrolment and retention of disadvantaged students. The project targets areas with large ethnic minorities and those prone to typhoons.

Status of Implementation Progress (Outputs, Activities, and Issues) | The list of 344 school clusters and the implementation plan on school cluster activities were approved by ADB and MOET. ICT equipment provided for 344 school clusters 3800 principals and teachers from cluster schools participated in e-training on cluster implementation manual. About 700 participated in face-to-face training on the use of ICT equipment. Construction completed for 45 libraries. 8 libraries are under construction. Procurement of 10 libraries are on-going or about to start. Furniture for newly-constructed libraries were delivered in 2019. Delivery of equipment will be done in 2020. Environmental Aspects | The project is classified as Environment Category C. The construction of additional school facilities will have very limited adverse impacts in the form of noise, dust, vegetation removal and clearance, localized erosion and sedimentation, and waste disposal. |
Involuntary Resettlement | The project is classified as B for involuntary resettlement (IR). Civil works and construction activities will be done inside the compounds of existing LSSs, and land acquisition is unlikely. In case some facilities will require land, such will be minimal, considering the nature of the civil works. Facilities that will involve significant land acquisition/ resettlement impacts will not be considered in the project. Initial screening of the 200 shortlisted LSSs for the construction of additional facilities did not identify any land acquisition and resettlement impacts. This will be confirmed when the shortlist of LSSs and facilities to be constructed have been finalized and approved. A Resettlement and Ethnic Minority Development Framework (REMDF) was prepared to guide field-based screening of each of the proposed facilities and LSSs, and measures to address potential land acquisition and resettlement impacts and adverse impacts on EMs have been identified and included in the framework. |
Indigenous Peoples | The project is classified as B' for indigenous people (IP) safeguards. The proportion of EM population is one of the criteria used for selecting the districts to be included in the project, particularly in the Northern Midlands and Mountains, Central Highlands, and Mekong River Delta. Measures to benefit the poor and EMs in the project areas include: (i) constructing additional educational facilities in EM areas; (ii) encouraging EM parents to enroll their children in LSSs; (iii) developing regional textbooks suitable to the needs of EMs and students; (iii) producing instructional materials on life skills education and preservation and promotion of EM cultures; (iv) providing vocational counseling and guidance suitable for EM areas; and (v) establishing teacher networks among cluster group schools in EM areas. Adverse impacts on EMs are not anticipated. Minor impacts, if any, will be limited to the loss of land in the unlikely case that a facility will have to be constructed beyond the existing LSS compounds. The REMDF describes the project elements that benefit EMs and will guide the screening of any site-specific adverse impacts of facilities on EMs. |
Stakeholder Communication, Participation, and Consultation | |
During Project Design | CPMU will work with MOET and other related agencies in order to outline project implementation. CPMU will coordinate with PPMUs in the 28 selected provinces and project group for providing directions, monitoring and feedback for smooth implementation of the project. Each PPMU will be established by the PPC, which will authorize and manage project activities at the local level. The DOET and BOETs in each province will support the PPMUs in the implementation of project activities. BOETs will ensure that LSS teachers understand the project outline, purpose, and meaning. |
