Progress Toward Outcome | A multi-sectoral National Human Resource Commission was established in November 2014. The HRD strategy is expected to be finalized in parallel with the 8th National Social Development Plan of the government. |

Status of Implementation Progress (Outputs, Activities, and Issues) | 1. Several workshops have been held for MOES staff and HRD sector focal points. An HRD Office has been established and is currently operational in the MOES Department of Planning, which serves as the Secretariat to National HRD Commission. The most recent workshop was a 4-day capacity building workshop for staff of the HRD Office and HRD focal points. 2. The Civil Servant Skills Survey has been completed, and a final report has been prepared by the TA team and provided to the Ministry of Home Affairs and the Ministry of Education and Sport. b. The Regional Migration Study is currently being implemented by the Thai Development Research Institute in both Thailand and Lao PDR. The first phase of the study was completed in November 2014 with the results reported in a workshop in December 2014. The study was extended to a second phase in order to transfer the regional migration model to Lao researchers at the National University and at the National Economic Research Institute. 3. The HRD Strategic Framework (including strategic thrusts) has been completed and was endorsed by the National HRD Commission at its meeting in June 2014. 4. The HRD action plan is currently in preparation, with inputs solicited from the Government and from Development Partners. The preparation of the HRD Action Plan required an extension in order to incorporate elements of the next 5-year plan. The new date for the submission of the HRD Strategic Framework and Action Plan 2016-2025 is the end of November 2015. The revised TA completion date is 31 December 2015. |

Consulting Services | The consultants will be engaged by ADB individually in accordance with the Guidelines on the Use of Consultants (2010, as amended from time to time). One international consultant (about 12 person-months) and one national consultant (about 18 person-months) will be recruited possibly in the areas of project management, HRD strategy formulation, HRD action plan preparation and dissemination. Based on experience, track record, and involvement in key HRD related ongoing studies such as Skills Toward Employment and Productivity (STEP) skills surveys and public sector survey, Indochina Research Lao (IRL) will be engaged as a local research institute by ADB using single-source selection method in accordance with the Guidelines on the Use of Consultants (2010, as amended from time to time). A regional research institute will be engaged by ADB using consultants' qualifications method in accordance with the Guidelines on the Use of Consultants (2010, as amended from time to time), to conduct studies on forecasts of demand and supply of skilled workers, and on international and within-country migration. |
