Project Rationale and Linkage to Country/Regional Strategy The TA will respond to a changing context of regional cooperation in education and HRD in Southeast Asia, namely, the urgent need to help accelerate the process of building an integrated ASEAN Community by 2015.

Description of Outcome Strengthened capacity of education leaders and practitioners to address ASEAN-wide education and HRD issues
Progress Toward Outcome An education conference with the participation of senior officials and ministers from all ASEAN countries has been conducted in 2015. Various working groups are established with the participation of education leaders and practitioners to prepare policy recommendations to further harmonize education content and structures in ASEAN .

1. Knowledge on regional frameworks for common standards in education and HRD enhanced and shared among education policy makers

2. Regional and country case studies on innovative solutions to ASEAN-wide education and HRD issues developed and disseminated

3. Policy options for promoting learning and innovations among education practitioners and youth leaders identified

4. Research capacity of SEAMEO College enhanced

5. Institutional linkages of SEAMEO regional centers as integral constituents of SEAMEO College strengthened

Status of Implementation Progress (Outputs, Activities, and Issues)

The first Strategic Dialogue of Education Ministers attended by Southeast Asian education ministers was convened on 13 September 2014 to yield a more dynamic and forward-looking regional policy development process through a dialogue on the Post-2015 education agenda for Southeast Asia.

The first high officials country case study (HOCCS) was conducted in March 2015 in Bangkok.

The first Learning and Innovation Forum for Youth Leaders was held in October 2014. The forum provided a regional platform for youth representatives from SEAMEO member countries to build leadership skills and strengthen capacity that contribute to a more competitive ASEAN region.

The first Education Leaders Innovation Forum and Learning was conducted in June 2014. Administrators and practitioners from the three levels of education, namely, primary, secondary, and tertiary learning institutions in Southeast Asia Region participated in the forum.

The first high officials country case study (HOCCS) was conducted in March 2015 in Bangkok.

The Learning and Innovation for Youth Leaders

helped identify best practices in teaching and learning approaches and design innovative solutions of the overarching key issues of education in the region for an integrated ASEAN community to be made available for use in Southeast Asia Region.

Two online meetings and 4 online conferences delivered through the collaboration of SEAMEO regional centers and their partners completed.
