|Progress Toward Outcome||The TA was completed in December 2014. Key outputs of the TA were: a Five-Year Action Plan to support implementation of the first five years of the Yunnan Biodiversity Strategy and Action Plan; technical reports on biological conservation priorities, and the potential impacts of climate change to biodiversity in Yunnan; and a series of three brochures on climate change, biodiversity and conservation, designed for the general public and decision makers. With the satisfactory completion of these documents and provision to the Yunan Environment Protection Department, the outcome has been achieved.|

|Status of Implementation Progress (Outputs, Activities, and Issues)||
Between 2013 and 2014, the Yunnan Environment Protection Department (YEPD), TA consultant team and ADB prepared Outputs 1-3 of the TA. Inception, midtem and final review missions were held in November 2013, June 2014, and November 2014, respectively.
Output 1. A technical review of the BSAP and analysis of biological conservation priorities for the priority regions in the BSAP was completed. Results were reviewed by a range of agencies. The Output resulted in a technical report which ranks the Priority Regions of the BSAP and also identified additional species and sites for conservation action. The report was accepted by the YPG and forms the basis for preparation of the Five-Year Action Plan. During the midterm mission, Output 1 was assessed by YEPD and ADB to be successfully completed.
Output 2. (i) Preparation of the Five-Year Action Plan for priority areas and species was completed. Progress was initially slow, partly due to the need for wide consensus on the structure of the plan. The plan describes a strategy for each priority project, including target biodiversity values, threats, institutional arrangements, management and implementation activities, monitoring and evaluation indicators, and budgetary sources. (ii) A technical report on the potential impacts of climate change to biodiversity and BSAP priority regions was completed. This appears to be among the first assessments for Yunnan (and possibly south-western PRC) to examine climate change impacts to biodiversity at a provincial scale. (iii) Educational brochures on climate change, biodiversity, and conservation were designed, printed, and provided to the YEPD in January 2015. These will be disseminated to government agencies, NGOs and the general public as per a distribution list prepared by the team.
Output 3. A training program attended by 229 personnel from over 20 agencies was planned and implemented in Kunming, Yunnan in October 2014. Protected area staff and senior decision-makers attended the training, was was tailored for different groups of stakeholders. The opportunity to distribute the draft Five-Year Action Plan to participants was alos used to gain further feedback. Feedback from participants was positive and included suggestions on how to integrate the action plan in sector budgets and work plans.

|During Project Design||In 2012 a draft Biodiversity Strategy and Action Plan (BSAP) was prepared by the Yunnan Provincial Government (YPG). This formed the basis of an application to ADB by the Yunnan Environment Protection Department for a grant to support completion of the BSAP. An ADB reconnaissance mission was fielded (16-20 July 2012), during which stakeholder meetings were held with government and civil society organizations (CSOs) and the TA impact, outcome, outputs and budget were developed. Nine CSOs attended the meetings, at their own time and cost, reflecting the importance accorded to the BSAP. In 2013 the YPG approved the BSAP (after the TA had started), which required a partial re-design of the TA. The major focus now is to prepare the "action plan" component of the BSAP, to provide the YPG with a strong action-oriented documented for the first 5 years of BSAP implementation, including priority locations and projects.|
|During Project Implementation||Stakeholder consultation and participation was a key aspect throughout the TA. CSOs play a large role in biodiversity conservation in Yunnan and will almost certainly be critical to help implement the Five-Year Action Plan. Over 16 CSOs participated in the reconnaissance, inception, midterm and/or final missions. At key stages of the project, national experts were invited to review drafts of the action plan and biological ranking report, and presented their findings and recommendations at the TA workshops. The TA has also benefitted from regional collaboration with the ADB Greater Mekong Subregion Core Environment Program (CEP), which is also supporting biodiversity conservation in Yunnan. GMS personnel attended the TA missions and this resulted in information exchange, joint review of documents, and identification of specific sites and strategies that might be included under future CEP work.|
|Consulting Services||The TA consultants will be engaged through a firm and will provide 4.5 person-months of international and 32.25 person-months of national specialist services. ADB will engage the consultants following ADB's Guidelines on the Use of Consultants (2010, as amended from time to time). The consulting firm will be selected using simplified technical proposals and quality- and cost-based selection with a quality-cost weighting ratio of 90:10. This high weighting for quality is justified given the technical complexity of the TA, which requires several combined and inter-disciplinary specialist skills in biodiversity, climate change, IWRM, conservation financing, and specialist software, and to ensure that international standards in conservation planning are achieved.|
|Procurement||Equipment for the TA will be procured following ADB's Procurement Guidelines (2010, as amended from time to time) and handed over to the YEPD upon TA completion. Disbursement under the TA will be in line with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time), with WFPF funds front-loaded. ADB will field inception, midterm, and final missions to review the TA progress, and will maintain regular communications with the YEPD and consultancy firm throughout the TA.|
