Responding directly to the needs of urban communities, it will upgrade and expand the existing sewerage system, provide wastewater treatment services, strengthen institutional capacity, and assist with development of a new provincial water supply and wastewater utility. |

Project Rationale and Linkage to Country/Regional Strategy | The project will support the government's development plans for Djizzak city by both revitalizing and expanding the city's sewerage system and providing substantial assistance to implement the planned institutional reform process. It is consistent with (i) the Asian Development Bank (ADB) Strategy 2020 midterm review action plan; (ii) ADB's Country Partnership Strategy for Uzbekistan, 20122016; (iii) ADB's Water Operational Plan, by supporting increased investment in wastewater management and sanitation; (iv) the Program of Integrated Development and Modernization of Water Supply and Sewerage Systems of the Republic of Uzbekistan for the Years 20092020; and (v) previous and ongoing ADB interventions in the sector. Lessons that have been incorporated in the project design include the need to (i) avoid project commencement delays; (ii) provide early counterpart funding; (iii) recruit qualified consultants in a timely manner; (iv) ensure project management unit (PMU) and project implementation unit (PIU) staff salaries are competitive and include incentive mechanisms; and (v) maintain quality standards for civil works structures. |

Environmental Aspects | The project will involve constructions: (i) the new wastewater treatment plant including an access road to the plant in Djizzak District; (ii) one new pumping station in Djizzak city, (iii) reconstruction and rehabilitation of existing pumping station in Djizzak city , and (iii) around 40 km of sewerage networks in Djizzak and Ustepa cities. There will be no environmentally sensitive areas involved. The environmental impacts associated with the proposed project will be locally and mostly due to construction activities. The proposed project is not going to generate irreversible impacts, long-term impacts, and significant impacts in terms of intensity. Therefore, the project team recommends that proposed project could be categorized as a B project in accordance to the ADB SPS 2009. The IEE will be prepared. |
Involuntary Resettlement | The project will involve constructions: (i) the new wastewater treatment plant including an access road to the plant in Djizzak District; (ii) one new pumping station in Djizzak city, (iii) reconstruction and rehabilitation of existing pumping station in Djizzak cityand (iii) around 40 km of sewerage networks in Djizzak and Ustepa cities. Land acquisition for about 0.45 ha will be required for construction of access road to the treatment plant (0.2 ha) and for construction of new pumping station. Themporary land will be required for construction of sewerage networks. The treatment plant will be located in the local government reserve land. Based on this information, the Project Team recommends that the project should be categorized as B project in accordance to the ADB SPS 2009 for Involuntary Resettlement (IR). Therefore, a resettlement plan (land acquisition and resettlement plan/LARP) will be prepared in accordance to the Government requirement and ADB SPS 2009. |
Indigenous Peoples | The project will involve constructions: (i) the new wastewater treatment plant including an access road to the plant in Djizzak District; (ii) one new pumping station in Djizzak city, (iii) reconstruction and rehabilitation of existing pumping station in Djizzak cityand (iii) around 40 km of sewerage networks in Djizzak and Ustepa cities. The initial poverty and social assessment (PSA) study found that all the ethnic groups living in the project areas have equal access to all social and other services, including health, education, and water and sanitation. None of the groups are socially excluded either in terms of legislation or in terms of the actual situation. Further, none of the ethnic groups maintain cultural or social identities and characteristics separate from the mainstream Uzbekistan society, that would classify them as ethnic minorities/indigenous peoples and trigger safeguard policies in accordance with SDB SPS 2009. On this basis, the Project team recommends that proposed project should be categorized as a C project in accordance to the SPS 2009 on impacts to indigenous people. |

During Project Design | Poverty and Social Assessment (PSA) household surveys shared information on the project in 18 city neighborhoods, eliciting feedback from potential beneficiaries in 281 households, with particular attention to women and the poor. In addition to the survey, 10 in-depth interviews were conducted for the PSA with key informants representing principal stakeholder groups. |
During Project Implementation | Project implementation relies on civil society engagement in two fundamental ways: (i) to help tailor project outputs to community needs and aspirations and facilitate responsive implementation; and (ii) to mediate between the project and communities, extending the reception of project impacts and benefits. Makhalla women's advisors as civil society representatives and other community leaders play a strategic role by encouraging diverse input from their communities to the public consultation program, while also facilitating capacity building of and participation by their communities. |
