The provision of a Technical Assistance Cluster (C-TA) for Developing Impact Evaluation Methodologies, Approaches, and Capacities in Selected Developing Member Countries (DMCs) in an aggregate amount not exceeding $4.5 million equivalent aims to improve the development effectiveness of ADB-designed projects responsive to the development needs of DMCs. The outcome will be that impact evaluation is mainstreamed in ADB operations, thus, resulting in well-designed and -monitored projects in ADB DMCs. The C-TA will comprise three subprojects, with each subproject covering 5 impact evaluation studies, for a total of 15 studies distributed over the five ADB regional departments.

|Status of Implementation Progress (Outputs, Activities, and Issues)||
1) Two impact evaluation studies are being conducted covering two sectors (agriculture and natural resources, and water ) across two DMCs (Bangladesh and Nepal).
3) A pilot study that evaluates the effects of modernized irrigation infrastructure, volumetric water pricing, and water saving technology on water use efficieny in Bangladesh is being implemented through close collaboration between ERCD and SARD.

Each study supported by the TA was/is being conducted in close collaboration with project executing agencies in the DMCs, e.g., district agricultural offices, Ministry of Education, Ministry of Transportation, etc.
Established in 2013, the Impact Evaluation Committee (IEC), in which representatives from the 5 regional departments (RDs) sit as members, provides overall guidance and oversight for the cluster TA (C-TA 0012), and reviews/approves proposals (impact evaluation studies) submitted by RDs for funding under the TA. IEC meetings are conducted, as needed, to discuss relevant issues relating to the implementation of the impact evaluation studies funded under the TA.
|Consulting Services||All consultants will be engaged by ADB in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time).|
|Procurement||ADB, whenever necessary, will procure equipment in accordance with its Procurement Guidelines (2015, as amended from time to time). Procurement will be coordinated with relevant departments whenever necessary. Upon TA completion, procured equipment will be disposed of and/or transferred to the implementing agencies in accordance with the project administration instruction on administering grant-financed technical assistance projects.|
