|Project Rationale and Linkage to Country/Regional Strategy||The TA will support the government in developing a framework to strengthen results orientation in infrastructure. It will support the government's development priority of sustainable infrastructure provision, as articulated in the Draft Armenia Development Strategy (2012-2025), Medium Term Expenditure Framework (2012-14), and Republic of Armenia Government Program (June 2012). The TA will also complement ADB's ongoing interventions in Armenia's transport and water sectors. TA outputs and findings will be used to design a policy-based loan (PBL) in 2014.|

Financing options were developed and a road financing strategy is being drafted in consultation with the government and other stakeholders. |During Project Design||
Extensive consultations were held with government counterparts, stakeholders and beneficiaries while designing the TA and identifying targeted outputs. Among those consulted were:
(i) public sector counterparts: Ministries of Finance, Transport & Communications, Territorial Administration, State Committee on Water Systems, Public Sector Regulatory Commission, Chamber of Control (at policy maker, technocrat, and practitioner levels);
(ii) stakeholders/service users: SPAYKA (largest logistics firm with innovative business lines), AVAG Solutions;
(iii) private sector service providers in transport (Builders' Union of Armenia, which has several business lines in infrastructure construction and maintenance, including roads) and water sectors (four of the five water and sanitation companies in Armenia, managed by Armenia Water Sanitation Company and MVV).
During TA conceptualization development partners with public finance, transport, water portfolios in Armenia were consulted as well. These included the International Monetary Fund (IMF); World Bank's development policy operations, public financial management, transport and water teams (from country office, regional office in Georgia, and headquarters for policy and project level dialogue); GIZ public sector management and KfW water teams (from country office and headquarters); U.S. Agency for International Development (USAID); European Union Delegation, and European Bank for Reconstruction and Development (EBRD). The TA team is working closely with the World Bank, GIZ and KfW teams for greater value addition through synergies among our respective programs in Armenia.
|During Project Implementation||TA findings and options to strengthen the current country systems have been discussed with and vetted by key counterpart agencies, development partners during ADB missions, focus group meetings, seminars and workshops in April, July, and November 2013.|
|Consulting Services||To assist with implementation, eight consultants were hired individually by ADB for 20 person-months to provide policy advice, technical and capacity development assistance during TA implementation. The consultant team comprisse three pairs of sector specialists-one international and one national specialist each for public financial/public sector management, transport (roads), and water-and a national legal expert. All consultants were engaged in accordance with ADB's Guidelines on the Use of Consultants (2010, as amended from time to time).|
