Public outreach implemented

Status of Implementation Progress (Outputs, Activities, and Issues) Engagement of the resource person who will conduct the survey on cost of red tape in Lao PDR is on-going. The survey findings including the methodology of the RIA study is expected to be completed in October and will be presented to the inter-ministerial task force after for their endorsement. The outcome of institutionalizing RIA in Lao is also accomplished with the establishment of the RIA Center in MOJ in July 2014.

Consulting Services A total of 43 person-months of consultancy services will be required for this TA. The following experts will be engaged: (i) International Strategic Policy Expert (7-person months): to assist the Government of Lao PDR to provide overall guidance to the Regulatory Impact Assessment (RIA) interagency taskforce on strategic policy development and implementation of the National RIA Strategy. (ii) International Regulatory Expert (12-person months): to assist the Government of Lao PDR to pilot regulatory review systems. (iii) International Regulatory Expert (12-person months): to assist the Government of Lao PDR to pilot regulatory review systems in the national government. (iv) National Communications and Media Expert (12-person months): to assist the Government of Lao to develop and implement a mass communications and media action plan.
Procurement Equipment and office supplies to be financed by the TA will be procured by the consultants or ADB in accordance with ADB Procurement Guidelines (2010, as amended from time to time).
