The subproject will enable smooth and timely implementation of the ESP by providing significant resourcing, capacity building, information technology equipment and project management tools to the PCO. With coordination with PCO, the subproject will also support other technical assistance and activities identified by PMOs and PIUs, which are not covered under the ESP, such as sector specific oversight experts (e.g. sewerage, dam, value engineering), and capacity building for new engineering technology (e.g. value engineering road program, new sewerage treatment plan, long-segment road preservation, sustainable water resources management).

Project Rationale and Linkage to Country/Regional Strategy The subproject is consistent with the Indonesia Country Partnership Strategy 2016-2019 priority of improved infrastructure service, through the ESP. The proposed subproject will support the SGO and PCO to (i) strengthen the ESP implementation arrangements by coordinating, analyzing, presenting, monitoring, reporting, facilitating, and capacity building; and (ii) supporting the project management offices (PMOs) and project implementation units (PIUs) in each DG in preparing and implementing the IDC panel arrangements, while ensuring overall compliance with ADB's Guidelines on the Use of Consultants and other fiduciary arrangements detailed in the Project Administration Manual (PAM).
