Nepal : Supporting Education and Skills Development
The TA supports MOE and its agencies in (i) enhancing their capacity in policy formulation, coordination and monitoring of policy implementation and (ii) undertaking capacity development activities at national and regional levels. The TA supported the completion of School Sector Reform Program (SSRP, 2009-2016) and the preparation of the new School Sector Development Plan (2016-2021). In TVET, the TA supports (i) the TVET Sector Development Unit (TSDU) in MOE in improving sector coordination and (ii) the Research and Planning Division of CTEVT in skills gap analysis and skills forecasting.

ADB has supported the government in improving quality and reducing disparity in school education as well as in skills development to increase employability of Nepalese youth. | Progress Toward Outcome | The government has demonstrated strong leadership in the design of the new education sector plan for 2016-21, taking forward key reform areas and putting in place crucial new reform elements, particularly in secondary education. Work has progressed on development and implementation of policy in the TVET sector in Nepal, with government holding discussions with various stakeholders including development partners. Further work is anticipated to develop a road map and overall vision through a TVET strategic plan. |

| Status of Implementation Progress (Outputs, Activities, and Issues) | The TA supported the development of the next phase of school education reforms through the School Sector Development Plan. TORs were drafted and agreed with the Government for experts to provide technical support to the Ministry of Education and to undertake due diligence for the proposed ADB funding to the program. A TA extension was processed until November 2016 to continue supporting the design of the School Sector Development Plan and the start of its implementation. The TA was further extended to November 2017 to further support initiatives in the education sector in Nepal, particularly key activities and implementation of the recently approved loan on School Sector Development Plan. The TA is also supporting the formulation and implementation of education development interventions in the School Sector Development Plan jointly financed by ADB together in a consortium approach with 8 other Development Partners and the government of Nepal. The TA is supporting the formulation of policy in the TVET sector and has facilitated the coordination of discussions on the development of a TVET road map for the development of the TVET sector in coordination with the Ministry of Education, CTEVT and the National Planning Commission. The TA is also assisting in key identified areas of policy implementation and quality enhancement of TVET delivery as part of the needs arising from the mid-term review of the Skills Development Project. |

| During Project Design | The TA design is a result of continued policy dialogue and consultations with MOE, DOE, and CTEVT, as well as MOF and the NPC. The Nepal Resident Mission has day-to-day interaction with the key stakeholders through the implementation of past and ongoing education and skills development projects, and the resident mission team inputs have been fully incorporated in the design. |
| During Project Implementation | The implementation of the TA is undertaken in close consultation with the Ministry of Education, including the secretary, the joint secretary of planning and other relevant officials. Representatives from DOE, CTEVT, MOF, and National Planning Commission are consulted as needed. The fielding of consultants for the provision of TA inputs is undertaken with the approval of MOE.
