|Progress Toward Outcome||Engagement of Twinning Partnership Specialist has been undertaken for initiating the development of urban management partnerships for capacity building. SWOT analysis and visioning workshops helped to enhanced understanding of local government units and other stakeholders for green city development.|

(i) Knowledge-sharing and improved competency in integrated urban planning, environmental management, and climate resilience; and strengthened capacity for green city project implementation, skills development, and vocational education for green city
(ii) Review of applicability for structuring country-specific models for urban infrastructure finance facility

|During Project Design||SEUW in close coordination with SERC, RSID, Climate change unit and disaster risk management unit and Vietnam Resident Mission, working in cooperation with the national government organizations, local governments, nongovernmental organizations, community based organizations, civil society and other international organizations in the targeted countries.|
|During Project Implementation||The TA focuses on two cities in Viet Nam, Hue and Vinh Yen. The TA will result in green city action plans and urban management partnerships for each participating city including institutional and financial mechanisms, a comprehensive green city database, comprising environment quality data and urban profiles, short, medium and long term recommendations on green city investments covering integrated urban development, environment and climate resiliece, and energy and resource efficient urban infrastructure and services. Urban management partnerships will be established for: (i) knowledge-sharing and improved competency in integrated urban planning, environmental management, energy efficiency and climate resilience; and strengthened capacity for green city project implementation, skills development, and vocational education for green industry; (ii) innovative financing options; (iii) city to city peer learning and knowledge exchange for implementation of green city action plans. Monitoring will be ensured by developing Green city indexes and citizens score cards. In-country workshops have been held for consensus on green city visioning and stakeholder priorities for developing Green City Action Plans.|
ADB will engage consultants both on an individual basis and from consulting firms. The consultants will be engaged by ADB according to the Guidelines on the Use of Consultants (2010, as amended from time to time). Summary of inputs is given below.
(i) Individual consultant (International) - urban development specialist; 15 person-months. The TA will be coordinated at the sub-regional level by the Urban Development Expert (International Consultant) made available internally to SEUW. The consultant will collaborate and coordinate inputs from other divisions within ADB and other agencies to develop synergies with sustainable transport, energy efficiency and regional cooperation.
(ii) International consulting firm comprising a team of international and national consultants for a total of about 56 person-months will conduct the activities identified under the TA in close coordination with the project officer and international individual consultant for the TA period. The consulting team will mainly comprise of urban and regional planner, environmental engineer, energy efficiency specialist, sustainable transport specialist, water and wastewater specialist, solid waste management specialist, institutional management specialist, financial specialist, and social development specialist. The selection method will be quality- and cost-based selection with 90:10 weightage for technical and financial expertise respectively. This ratio is proposed due to the importance of specific technical skills required in delivering the task, comprising the integration of urban planning, environment management, climate resilience and institutional capacity development.
