Implementation Progress
Description of Project Outputs

1. Improved education sector strategic planning

2. Strengthened education budget management

3. Improved education data management systems for better decision making

4. Monitoring and evaluation for better decision making

5. Improved policy formulation

Status of Implementation Progress (Outputs, Activities, and Issues)

1. GPE grants contract is finalized. Inception missions for education sector strategic planning are scheduled starting mid-October 2016. The GPE financed activities will allow for an unusual opportunity to canvas each country, including all outer islands, on the perspectives of local stakeholders on education. The data gleaned under these efforts will be used for the next phase of GPE grants to be sought to write the education sector strategic plan.

2. Key financial staff from both FSM and RMI NDOE/MOE completed an IIEP/UNESCO Online Course on Cost Analysis in Education. The course strengthened the capacity of participants to carry out analysis of costs and financing of the education system and hence improve the effectiveness and efficiency of financial management practices. A new financial accounting software Abila and training packages were also procured.

3. Marshall Islands Education Management Information System (MIEMIS) almost completed. Good progress has been made in a number of areas including policy development, web services, ICT systems and training and development. The consultants' last inputs are occurring currently on data transfer and a presentation was successfully received at the Joint Economic Management Committee (JEMCO) Meeting in Honolulu. The SPC will also be providing follow-up technical support on the MIEMIS as part of a regional EMIS facility funded by the Australian Department of Foreign Affairs and Trade.

4. FSM EMIS project manager has been contracted. The project will leverage $550,000 of 2016 Supplemental Education Grant funds rolled over by the US Department of Internal Affairs which will complement the ADB TA and Pacific Community (SPC) technical inputs. The Project Manager will start on 15 November 2016 for 1 year on an intermittent basis.
