The proposed TA will enhance national capacity to plan and manage education services by building capacity of national FSM and RMI Governments to improve education sector strategic planning, budget management, education data management, monitoring and evaluation, and policy formulation. Strong data management systems and utilization of evidence for decision-making are the focus efforts that will help strengthen strategic management, understanding, and utilization of limited education resources. Efforts are just beginning in FSM and RMI to review data, evaluating the appropriateness of the nation's education data systems, the soundness of processes used, whether manual or computerized, and evaluating reliability of inputs and the verifiability of data various points of entry.

Status of Implementation Progress (Outputs, Activities, and Issues) | 1. Education sector consultations and analysis conducted in all states and inclusive of outer islands have been completed and this is now being used to develop the education sector plans in FSM and RMI. Sector plan development to be underway shortly. 2. Budgetary management strengthened but ongoing process. New IQBE project (Grants 0535/0536/0537-REG: Improving Quality Basic Education in the North Pacific) brings additional resources for priority areas in basic education. 3. New Marshall Islands education management information system (MIEMIS) established in RMI. New Federated States of Micronesia education management information system (FSMEMIS) established at national level in FSM and being rolled out for customization at state level. Capacity development of officials in data management, data quality, and analysis ongoing process. 4. Monitoring and evaluation capacity work begun through teachers' academies and to continue under IQBE. |

During Project Design | Initial discussions began on conceptualizing the assistance in March and in May 2013. During the TA reconnaissance/fact-finding mission on 3 to 19 September 2013, relevant government authorities and officers (including teachers) at the national and state levels, non-government organizations, development partners including US Compact, AUSAID, JICA and relevant private sectors were consulted by the mission concerning the TA. |

Consulting Services | The TA will require a total of 44 person-months of consultant services (20 person-months international and 24 person-months national).
