Regional: Disbursement Capacity Building for Developing Member Countries
This TA will finance our capacity building initiatives for disbursement. It will also support the rollout of our Client Portal for Disbursements (CPD) to the Borrower for the remaining 27 implementing agencies who have not yet used the system and the new CPD module, Beneficiary Registration Facility (BRF). CPD continues to be a vital platform for effective and efficient disbursement operations for the DMCs. The platform provides for faster and quality submission of the withdrawal application from the DMCs.
The expected output is completed disbursement seminars, workshops and trainings and rollouts of CPD inclusive of the BRF [and TA Client Portal (TACP), if needed]. The seminars, workshops and briefings will cover the following topics:
(i) Loan products and features;
(ii) Disbursement policies, procedures and practices;
(iii) Problems, constraints and solutions on loan disbursement;
(iv) Country and project specific case-studies and group discussion;

Project Rationale and Linkage to Country/Regional Strategy | This proposed TA will continue ADB's efforts in strengthening the institutional capacity of the DMCs in discharging their financial administration and fiduciary responsibilities effectively for the benefit of ADB's project implementations. The TA is aligned with the following impact: improved mobilization of loan, grant, and technical assistance funds to the Borrower. The TA will have the following outcome: Improved capacity of Borrower's staff on ADB's disbursement policies and procedures and the use of CPD system inclusive of the BRF platform. The achievement of the outcome will derive from: (i) Conducting trainings on ADB disbursement policies, procedures and practices; (ii) Promoting and rolling out of CPD including BRF; (iii) Knowledge sharing forum on country and project specific issues in conjunction with issues resolution, and; (iv) ADB sharing best practices on loan, TA disbursements and project financial administration |
