|Description||AYUDHAYA NATURAL GAS POWER PROJECT|
|Objectives and Scope||The Project aims to (i) provide least-cost power generated from technically and financially stable gas-fired technology, which emits substantially less carbon dioxide than coal-fired generation, (ii) utilize natural gas with combined cycle technology to contribute to long-term sustainable growth through its higher efficiencies, and (iii) support public-private partnerships that enhance efficiency in the sector.|
|Status of Operation/Construction||The construction was completed on schedule and within budget and the commercial operations started in June and December 2015 for Units 1 and 2, respectively. Project Completion Date under the Finance Documents was achieved in February 2017|
|Linkage to Country/Regional Strategy||The country partnership strategy for Thailand 2007 2011 is directed at three core strategic areas infrastructure, environmental sustainability, and capital markets. Thailand prioritizes infrastructure development to enhance its competitiveness and support long-term growth. The Government's core challenge is to ensure that public resources are used efficiently and effectively. To achieve this, PPP models are being promoted as a means to reduce the financial burden, promote new technology, ensure timely construction, and achieve operational efficiencies. Catalyzing investment in the power sector has been identified as one of the key opportunities for ADB private sector assistance. The new draft CPS also affirms ADB's role in PPPs and the power sector.|
|Summary of Environmental and Social Aspects|
|Environmental Aspects||The Project covers approximately 480,000 square meters (300 rai) and will be located in the Rojana Industrial Park, Ban Chang sub-district, U Thai district, Ayudhaya Province of Thailand. The industrial park has been developed since 1992 and the major tenants are in electronics, auto parts, automotive assembly, instant food, plastic and packaging industries. The main environmental impacts of the project will likely relate to air emissions, noise and water usage.|
|Stakeholder Communication, Participation, and Consultation||The Project will adopt best practice mitigation measures and effective control technologies to minimize impacts, to be laid out in the Project's EMP, and will submit the implementation reports to relevant authorities as required.|
