Lao People's Democratic Republic : Road Sector Governance and Maintenance Project
The Lao Road Sector Governance and Maintenance Project will improve the delivery of public service in road asset management. It will cultivate sustainable and efficient road asset management practices by strengthening governance and capacity in planning, financing, and implementing routine and periodic road maintenance. The project will rehabilitate and maintain a total of 327 kilometers (km) of national and local roads in the provinces of Salavan, Xekong and Attapu. It will contribute to the achievement of the government's goal of improving road asset management.

Description | The Lao Road Sector Governance and Maintenance Project will improve the delivery of public service in road asset management. It will cultivate sustainable and efficient road asset management practices by strengthening governance and capacity in planning, financing, and implementing routine and periodic road maintenance. The project will rehabilitate and maintain a total of 327 kilometers (km) of national and local roads in the provinces of Salavan, Xekong and Attapu. Project Rationale and Linkage to Country/Regional Strategy | The project is consistent with ADB's Lao PDR country partnership strategy for 20122016 and the Lao PDR's Seventh National Socioeconomic Development Plan 20112015, both of which have the overarching objective of promoting inclusive and sustainable economic growth and poverty reduction. ADB's 2011 Transport Sector Assessment, Strategy, and Road Map (ASR) for Lao PDR recognize the need to support road maintenance as a key component of ADB's future assistance to the Lao PDR transport sector. The project also captures the essence of ADB's Sustainable Transport Initiative which defines a transport system that is accessible, safe, environment-friendly, and affordable. | ||||

Description of Outcome | Sustainable road maintenance in the provinces of Salavan, Xekong and Attapu achieved. |
Progress Toward Outcome | Current progress of the civil works of each package achieved at the end of June 2021, is 93.5 % (CW-1), 94.6 % (CW-2), 97.6% (CW-3), 96.0 % (CW-4), 95.5 % (CW-5), 99.2 % (CW-6) respectively. The total progress of the civil works achieved as of the end of June 2021 is 96.4 %.Most capacity building and institutional strengthening activities under Outputs 1 and 2 have been completed. All civil works contracts under Output 3 have been awarded and the work commenced in 2018. All six civil works contracts are progressing smoothly. In 2018, MPWT cancelled a 5 km section of CW-3 because it is implemented by another project, and a 5 km section of CW-2 because of MPWT's plan to build a new Mekong bridge at the site. |

Status of Implementation Progress (Outputs, Activities, and Issues) | The following progress was achieved for each output as of June 2021: 1. Governance and practice for road asset management improved. a. Revised axle load control regulation was developed and completed in in June 2018. b. Revised Road Maintenance Fund regulation was developed and completed in June 2018. c. A web-based road asset management registry was made available for public disclosure in 2017. d. The performance-based maintenance contact documents were developed in 2017. The technical specifications for road construction and maintenance were approved by MPWT in August 2018. The road design manual was approved by MPWT in August 2018. The maintenance manual was approved by MPWT in February 2021 as nationwide standard documents for road maintenance. 2. Institutional capacity for road asset management strengthened. a. 200 staff of MPWT with improved knowledge and skills in sustainable road asset management - 101 staff trained, about 50% of the target (MPWT: male 8, female 12; Department of Public Works and Transport: male 55, female 4; Public Transport Training Institute: male 22; female 0) b. Trainings/workshops on performance-based maintenance contract tendering and implementation have been conducted by six contractors by 2018 - 6 contractors (male - 44; female - 0) c. Four community-based maintenance training courses were provided wherein 262 people participated (29 were women or 11%). In addition, eight community awareness campaigns on road safety, HIV/AIDS, human trafficking, etc. associated with road improvements were provided with participants of 42,820 people, including 20,835 women (48.7%). 3. Road asset rehabilitation and maintenance of national and local roads completed. a. Detailed designs completed and bidding documents (1 ICB and 5 NCB) issued in November 2017. b. All 6 civil works contract packages were awarded (5 NCB in April 2018 and 1 ICB in July 2018). c. Notices to Commence for CW-1,2,3,4 and 5 were issued on 7 May 2018. d. Contractors mobilized in June 2018. e. Notice to Commence for CW-6 was issued on 1 August 2018. f. Current progress of the civil works of each package achieved at the end of June 2021: 93.5 % (CW-1), 94.6 % (CW-2), 97.6% (CW-3), 96.0 % (CW-4), 95.5 % (CW-5), 99.2 % (CW-6). The total progress of the civil works achieved as of the end of June 2021 is 96.4 %. A section of the road CW-2 Section C, approx. 5 km) was cancelled in December 2018 because of future plan of Mekong bridge project, and a section of CW-3 about 5 km was cancelled in Mar 2019 because it was already implemented by another national project. |

Environmental Aspects | The project is not anticipated to cause significant adverse environmental impacts and has been classified as environment category B in accordance with ADB's SPS. The IEE was updated to cover the minor scope change (additional works for emergency works of 7 locations and road pavement in Chalernxai village works for Local Road 9001) and uploaded on ADB website. Updated Initial Environmental Examination disclosed in ADB website in May 2020. Involuntary Resettlement | The project scope is to maintain existing roads within the existing alignments. The project will not entail any land acquisition or restriction of access to land resulting in physical or economic displacement of people. Involuntary resettlement categorization is C, including the contract variation to improve the road surface. |

An Indigenous Peoples Plan has been prepared to ensure that meaningful consultation will continue to be carried out, social benefits are maximized, and adverse impacts are mitigated, if not avoided completely. ADB Loan to Support Road Asset Management in 3 Provinces of Lao PDR
ADB and the Government of Lao PDR have signed an agreement for a $27 million loan to support road asset management and maintain over 300 km of national and local roads in the provinces of Attapu, Salavan and Xekong.
