Tajikistan: Operation and Maintenance Sustainability of Water Resources Infrastructure

The technical assistance (TA) will provide capacity development support to the Agency for Land Reclamation and Irrigation (ALRI) and the Project Implementation Group (PIG) under ALRI. This will be to develop a long-term asset management strategy and prioritized O&M implementation plans. It will also support the establishment of strong financial management and quality assurance systems. The TA will provide capacity development for ALRI's internal audit and also for the relevant irrigation system operators and water users associations for more rigorous operations and maintenance assessment of selected irrigation and drainage (I&D) systems. This will directly contribute to implementation of the Water Resources Management in the Pyanj River Basin project. It will also build capacity for sustainability of investments, including in future ADB investments in I&D.

Project Rationale and Linkage to Country/Regional Strategy The International Monetary Fund debt sustainability analysis indicates that Tajikistan's risk of external and overall public debt distress is high and a more severe or prolonged COVID-19 shock could further heighten debt vulnerabilities. With international financing institutions focusing on long term debt sustainability and addressing immediate COVID-19 pandemic effects, the government has limited financial resources for launching new and maintaining existing infrastructure assets. This is particularly pertinent for water sector infrastructure, specifically irrigation due to limited funding.
