|Project Rationale and Linkage to Country/Regional Strategy||
The PPTA is necessary on the following grounds:
(i) The Investment Program is urgently needed in Pakistan.
(ii) While the Government of the Islamic Republic of Pakistan has a plan to invest in the program, there is a need to prepare a feasibility study to process the investment program and loan for Tranche 1.
(iii) Expertise of competent international and national consultants is needed to prepare the Investment Program considering its technical complexity and scale.

|Consulting Services||An international consulting firm has been engaged to conduct the feasibility study, technical, financial and economic due diligence. The firm is also tasked to assist the implementing agencies (IA) in procurement tasks such as preparing bidding documents and technical specifications. Individual experts (international and national) have also been hired to assist the IAs in capacity development, assessing utility operations and recommending improvements, conducting sector assessment and updating of road map, as well as in assessing environment, social and gender impacts.|
