| Project Rationale and Linkage to Country/Regional Strategy | Natural hazards continue to cause significant loss of life and property in Asia and the Pacific. The picture becomes even bleaker when one takes into account impacts of disasters on the local communities, trapping large numbers of people into a cycle of poverty and disaster as livelihoods are set back again and again. Thus it is essential to manage disaster risk at the local level, involving the communities in planning, implementation and monitoring of interventions. It is also necessary to have an enabling environment to support community-based disaster risk management, through policy and legislative frameworks; incentives; information management systems; and capacity strengthening of both communities and technical line agencies at the local level. Accordingly, the Yogyakarta Declaration on Disaster Risk Reduction adopted at the 5th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) in October 2012, calls on disaster risk management stakeholders to build community resilience by replicating and scaling up successful community-based disaster risk reduction initiatives. So too, the Work Program of the ASEAN Agreement on Disaster Management and Emergency Response (AADMER), aims at supporting community-based approaches on disaster risk management through its flagship programme on prevention and mitigation. Community-based disaster risk management is not new to the region. However, in practice it has often been limited to stand-alone pilot projects focusing on improving community preparedness and response capacity, and has not necessarily embedded disaster resilience within wider community-based development interventions. Thus, moving ahead, it is essential to engage risk-prone communities in a dialogue with government and civil society organizations engaged in local development; and to jointly identify root causes of disaster risk, prioritize actions, mobilize resources, and undertake implementation. Such participatory process can help identify innovative solutions to complex issues, often in the case of natural hazards crossing administrative boundaries and sectors; establish partnerships to scale up implementation; empower vulnerable populations; and improve accountability. The Integrated Disaster Risk Management (IDRM) Fund, established by ADB, has prioritized support for innovative regional solutions on community-based and gender focused disaster risk management that adopt a participatory approach; have high demonstration value; have good potential for replication and scalability; and engage strongly with the civil society. This R-CDTA is proposed to be supported through the IDRM Fund and will support the implementation of innovative ideas and scaling-up of regional solutions on community-based and gender-focused disaster risk management in Southeast Asia. |

| Status of Implementation Progress (Outputs, Activities, and Issues) | 1. The TA supported the implementation of five subprojects on community-based DRM. The subprojects were implemented in Indonesia, Myanmar, Philippines, Thailand, and Viet Nam and focused on testing innovative tools, products, and approaches for strengthening resilience at the community level. The subprojects were completed September 2017. 2. The TA supported a subproject on peer-to-peer learning for strengthening community resilience. The subproject was implemented in Myanmar, Lao PDR, Philippines, Thailand, and Viet Nam and was directly contributing to the implementation of the ASEAN Agreement on Disaster Management and Emergency Response Work Programme. The subproject was completed by September 2017. 3. The TA supported the development of three guidelines which aimed at scaling up community-based DRM. The guidelines included (i) scaling up community disaster resilience through community-driven development programs; (ii) strengthening community resilience through social protection programs; and (iii) strengthening resilience through community-level infrastructure. Activities
23 June 2014, Bangkok - Regional Workshop on Strengthening Community Resilience in Southeast Asia
More than 60 representatives from government and United Nations agencies, regional intergovernmental organizations, civil society and grassroots women’s organizations, and the private sector attended the regional workshop, which was organized under the technical assistance project, TA 8570. Participants shared experiences and approaches on the following areas:
- innovative solutions for strengthening community resilience,
- scaling up of interventions on community resilience, and
- peer-to-peer learning on community resilience.
The workshop also provided guidance on the subprojects that would be implemented under the TA, and the design of the planned regional review on policy and practice supporting implementation of interventions to strengthen community resilience.
The key recommendation of the workshop was that urgent action is required to strengthen community resilience as large numbers of people continue to be affected by natural hazards and economic losses continue to rise. This action should be undertaken in the context of wider community-driven development, addressing the underlying causes of vulnerability through development actions, building on existing knowledge and practices within the communities, and scaling up measures to address the increasing and diverse nature of risk.
