PPP awareness raising and capacity development events

Status of Implementation Progress (Outputs, Activities, and Issues)

All outputs were successfully completed. For output 1, the performance targets and indicators were:

(i) at least 6 PPP awareness raising capacity development events held by end-2014. This was achieved but with some modification. Because of the strong demand for PPP training, two main, provincial-level events were held (in Luoyang in Henan Province and Harbin in Heilongjiang Province). These were much larger than originally planned, and combined what were originally intended as separate events. Follow-on events were unnecessary. A procurement training event was also held in Beijing on 12-13 May 2014 and a workshop on urban road PPPs was held in Beijing in June 2015. Numerous smaller consultation events were also supported;

(ii) at least 10 high level decision-makers high (e.g., Deputy Mayors) participate in PPP awareness raising capacity development events by end-2014. This had been successfully achieved with more than 50 high level decision-makers attending the 2 major events;

(iii) at least 20 senior officials (e.g., Director or Deputy Director) and 30 other officials of municipal governments, and at least 10 officials from lowers levels of government, participate in PPP awareness raising and capacity development events by end-2014. This had been surpassed since 100 senior officials and 150 officials of municipal governments, and 300 officials from local level governments participated in the events;

(iv) at least a satisfactory rating of events by most participants. Post-workshops evaluation were mostly positive.

3. For output 2 the performance targets and indicator is that the PPP training materials will be released on the web by end-2014. This had been successfully completed. The training materials were released on MOF website on 20 July 2014. (Website: http://www.mofppp.org/_d276630787.htm), and in addition, 1000 disc production were also distributed to various municipal government institutions in PRC.

A final workshop on urban road PPPs was conducted in June 2015. The workshop continued the outreach on the urban road PPP model introduced with the TA's support in Luoyang, which has subsequently been applied elsewhere.

During Project Design The Finance Bureaus of Heilongjiang and Henan Provinces, and Harbin and Luoyang Municipalities were actively engaged in the design of the TA project.
During Project Implementation Regular consultation with the Finance Bureaus of Heilongjiang and Henan Provinces, and Harbin and Luoyang Municipalities was undertaken. The Finance Bureaus are took an active role in nominating the topics to be covered, preparing for the training, and identifying participants.
Business Opportunities
Consulting Services The TA will engage 3 national consultants a Team Leader, a PPP Training Specialist and a Coordinator for a total of 10 person months. Given the small input and the need for a quick mobilization, the consultants will be hired individually. Resource persons will also be engaged to provide additional specialist inputs to the awareness raising and capacity development events.
