Project Rationale and Linkage to Country/Regional Strategy The Government of the Democratic Republic of Timor-Leste has requested the Asian Development Bank (ADB) a project preparatory technical assistance (TA) to prepare the Urban Water Supply and Solid Waste Improvement Sector Project. The TA is required to: (i) assist DNSA to plan and prioritize investments to improve water supply services in Dili, (ii) assist DNSB and Dili District Administration to identify and prioritize investments to improve solid waste management in Dili, (iii) assess technical suitability, economic and financial viability, capacity and institutional issues, and environmental and social soundness of the project, and (v) identify measures to strengthen project implementation capacity of DNSA and DNSB.

During Project Design Household surveys, focus groups, and formal and informal consultations were carried out during project preparation into order to inform the project design, and to develop the stakeholder consultant and participation plan.
During Project Implementation The stakeholder consultation and participation plan will provide the basis for stakeholder outreach activities during project implementation. Further engagement with the newly established directorate responsible for Urban Organization under Ministry of State Administration has been strengthened and to present the output on Solid Waste Management in Dili
Business Opportunities
Consulting Services An international water supply specialist and a national water supply specialist will be engaged as individual consultants. The remaining consultants will be recruited through a firm using the quality-and cost-based selection method. A quality-cost ratio of 80:20 will be applied, and simplified technical proposal procedures will be followed to engage the firm. ADB will select and engage consultants in accordance with ADB's Guidelines on Use of Consultants (2013, as amended from time to time).
