Status of Implementation Progress (Outputs, Activities, and Issues)

An inception workshop was held on 31 May 2017 in Shenyang, the capital of Liaoning Province, P.R.C. The workshop established the basis for a cooperative relationship with the Liaoning Province Department of Finance (LPDF), the executing agency (EA), and the Provincial Financial Research Institute in Liaoning (PFRIL), the implementing agency (IA). During the workshop, the outline of 5 technical reports, commissioned by the TA, were presented by the consultants to seek comments on the relevance of the issues and knowledge gaps to be addressed. The workshop firmly established the implementation and communication strategies to execute the TA effectively and deliver the desired results.

A concept note and an inception report were submitted by the consulting firm.

The TA closed on 28 February 2018.

Consulting Services A consulting firm will be recruited to provide a team of international and national experts to carry out the proposed studies. The TA will engage three international consultants a team leader, economic analyst, and transport infrastructure finance specialist for a total of 10 person-months, and 3-4 national consultants to include a legal and regulatory expert, an institutional development specialist, collective expertise on regional cooperation initiatives in which the PRC participates, and an expert on developing policy implementation monitoring mechanisms for a total of 24 person-months. The terms of reference of the consultants are in Appendix 3. The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants (2013, as amended from time to time). The firm will be selected using quality- and cost-based selection procedures (90:10) requiring submission of simplified technical proposals.
