Project Rationale and Linkage to Country/Regional Strategy The project is directly linked to the poverty reduction strategy of the People's Republic of China (PRC). It will be implemented in the Liupanshan area in southern Ningxia Province, one of the 11 poorest regions targeted for concentrated interventions under the 2011_-2020 poverty reduction strategy of PRC Government. Village-level road connectivity is identified as a key element for the 2014 national rural poverty reduction innovations. The project is in line with ADB's PRC country partnership strategy (CPS) 2011_2015 which identifies improving the road network and rural roads as key areas of support.

During Project Design The TA will (i) work with the Ningxia Hui Autonomous Region to develop the project design, (ii) develop the methodology and data collection plan for the poverty focused rural road development plan and impact evaluation, (iii) address the due diligence requirements and project assessment, and (iv) build knowledge and capacity in the EA to implement the project.
During Project Implementation The EA is the Ningxia Department of Transport, which will be responsible for completing the draft feasibility studies as needed. The Ningxia Department of Transport has appointed counterpart staff, led by the Director General, to coordinate and supervise TA activities. The TA interim review mission was fielded in October 2015.

Business Opportunities

Consulting Services The TA will be implemented using individual consultants recruited in line with ADB's Guidelines on the Use of Consultants (2013 as amended from time to time). About 14 person months of international consultant and 18 person months of national consultant inputs are expected to be required. During the evaluation of consultants, consideration will be given for experience in Ningxia Hui Autonomous Region.
Procurement All procurement tasks will be handled by the project management office under the EA. The EA agreed to provide office accommodation, local transport, and counterpart staff to support the TA consultant team. Details of the TA are presented in Appendix 4 of the Concept Paper. Procurement of civil works and consultants under the program will adhere to ADB Procurement Guidelines (2013, as amended from time to time) and ADB's Guidelines on the Use of Consultants (2013, as amended from time to time).
