Given a rapidly changing growth dynamics and the pressing need to integrate sustainable development planning, ADB and the Government have agreed to conduct a Country Water Assessment (CWA) for the PRC. The proposed technical assistance (TA) for the CWA will be used to improve policies and strategies in the water sector, particularly to improve national water security and to deal with water scarcity. The PRC CWA will also support the preparation of the 13th FYP on water resources management, and will ensure that ADB's strategy and programs respond to water security challenges in the PRC and are consistent with PRC's water policy directions.

Conducting a CWA for the PRC is consistent with ADB's Water Operational Plan (2011) and knowledge management plan. It is also in line with ADB's PRC country partnership strategy, 20112015 which supports the Government's goal of building a harmonious society by promoting environmentally sustainable development.

Project Rationale and Linkage to Country/Regional Strategy

Although approximately 20% of the world's population lives in the PRC, the country is endowed with only 7% of global fresh water resources. Development and growth in the PRC, while critical for moving the country's economy forward, are putting further stress on its limited freshwater resources. Demand for water, food, and energy is increasing rapidly as urbanization, industrialization, and population rise in the PRC. When combined with climate change and natural disasters, the future of PRC's water becomes even more uncertain.

Feeding a population of 1.4 billion by 2030 will require producing more food with less water through improved water productivity and efficiency in agriculture. With higher rates of urbanization, increasing demand for drinking water and domestic use will put greater stress on existing water sources. Energy demands could be more than double in the next 20 years and will come with simultaneous increases in water demand. Hydropower will be a key contributor for clean energy production and 'green development . Aside from these human activities, it is critical to ensure that the environmental water flows required to sustain ecosystems and biodiversity are also maintained.

Climate change scenarios for the PRC show an increased likelihood of more severe storms and droughts. For example, the drought in 2011 illustrated that even the Yangtze Basin, one of the largest basins in the world and recognized for high annual rainfall, is not immune from the impacts of climate change and unsustainable water consumption. This event also reinforced the need to implement appropriate mitigation measures and natural disaster risk management.

The mounting challenges posed by changing and often conflicting demands for and supply of natural resources in the PRC highlight the importance of water in any development and growth agenda. The country's ability to make adequate water available for domestic, agricultural, industrial, and environmental uses will depend on better management of water resources and increased cross-sector planning and integration.
