Status of Implementation Progress (Outputs, Activities, and Issues) | Status of implementation: interim stage. Following the interim review meeting held in Beijing on 16 March 2016, the consultant team will ensure: (i) the need to consistently incorporate suggestions to any identified policy gap and (ii) the opportunity to examine the wider evolving context of PRC's environmental regulatory framework when advising on a policy action (for example the newly reformed emission permit system). As for the knowledge product, in order to reach out to governments, technical agencies, and the general public, the knowledge product will include a main report of around 50 100 pages in English and a less than 10 page summary to be submitted in English and Chinese. TA implementation was extended until 30 September 2016 as the change on the pilot industry has required additional coordination among the national and international experts and delayed the delivery of technical outputs. |

Consulting Services | A consulting firm will be engaged to assist ADB and the executing agency in the implementation of the TA. The firm will provide a total of 32 person-months of consulting services, which will involve 2 international consultants (6 person-months) and 4 national consultants (26 person-months). The consultants will be engaged following ADB's Guidelines on the Use of Consultants (2013, as amended from time to time), using the quality- and cost-based selection method, with a quality-cost ratio of 90:10, and by inviting simplified technical proposal. Quality of the consulting services is of overriding importance for the outcome of the project, as the TA addresses an urgent and high priority task of the government with large downstream impacts. In addition, the services require highly specialized knowledge about the industries that are important sources of VOCs emissions. |
