Description

In line with the Asian Development Bank's (ADB) commitment to human and social development in Cambodia, and as an effort to increase access to and to improve quality of education and training, the proposed TA will strengthen the policy and planning capacity of DGTVET of MLVT, inclusive of establishing partnerships with relevant government agencies and other stakeholders towards development of a National TVET Policy and training fund for skills development that garners support from the private sector.

a. Link to Country Partnership Strategy/Regional Cooperation Strategy:

The TA will assist the Government to improve institutional capacity and financing of DGTVET in responding to the need for skilled workforce development which is critical for Cambodia's economic development. The education and skills development is firmly embedded in the draft ADB's Country Partnership Strategy (CPS) 2014-2018 and aligned with the Cambodia's Rectangular Strategy for Growth, Employment, Equity and Efficiency, Phase III, and NSDP 2014-2018 and the draft TVET Strategic Plan (2014-2018), under preparation by MLVT.

The proposed TA will complement the ongoing Strengthening Technical Vocational Education and Training (STVET) Project and a proposed TVET Sector Development Program (SDP) to continue the development of a formal TVET system, especially middle-skills training, by (i) strengthening capacity for policy, planning, and TVET institutional management; (ii) facilitating coordination for the development of national TVET policy, which is a policy action under the proposed TVETSDP, and training fund; and (iii) development and implementation gender policy and action plan, which will provide strategic framework for gender inclusive skills development for lifelong employability.

b. Impact

The expected impact will be national strategic direction for skills development achieved.

c. Outcome

The expected outcome will be the strengthened policy and budget planning capacity of DGTVET, MLVT.

d. Outputs

Three key outputs are expected from the proposed TA:

1. Strengthened capacity for resulted-based planning and budgeting development and implementation.

2. Facilitated coordination for the development of National TVET Policy and Training Fund.

3. Developed and implemented Gender Policy and Action Plan.

The impact of the TA is aligned with the government's NSDP objective for development of high quality and capable human resource to support economic growth and competitiveness of Cambodia.

Description of Outcome

Improved capacity of DGTVET technical departments and TTIs to develop and implement results-based planning and budgeting, and TVET policies

Progress Toward Outcome The ADB conducted the TA progress review mission on 28 November to 2 December 2016. The TA implementation has made very good progress. The Project has produced the expected outputs, and there is no required administrative or technical change between now and the next 6 months except the extension of time-input of the International Financial Management Specialist for further hands-on training and capacity building.

1. Strengthened results-based planning and budgeting for TVET

2. Strengthened capacity of DGTVET for development of national TVET policy and completion of a feasibility study on training funds

3. Strengthened capacity of DGTVET for development and implementation of DGTVET gender policy and action plan

Status of Implementation Progress (Outputs, Activities, and Issues)

194 officials (21% women), of which 31 officials from DGTVET technical departments, 163 from 38 TTIs, and 2 from MLVT Department of Finance and State Property trained in results-based planning and budgeting.

AOP for 38 TTIs have been developed in September 2016.

DGTVET BSP 2017-2019 was developed based on results-based planning and budgeting approach and is aligned with the government guidelines.

The draft National TVET Policy is being reviewed by Inter-Ministerial Committee. The Policy is expected to be approved by the Government in July- August 2017.

Feasibility study on training funds is completed.

Gender policy and action plan was approved by MLVT in 2016.

Two training workshops on Gender Audit were organized for 66 (44 female) DGTVET and TTI officials.

TOR for OSTG was developed and approved in July 2016.
