Status of Implementation Progress (Outputs, Activities, and Issues) | Contracts for both Battambang and Kampong Cham water supply subprojects were awarded in Q3 2022; construction works to commence in Q1 2023. This indicator needs to be updated due to the cancellation of Sihanoukville and reallocation of funds to Battambang. Detailed review and updating of the DMF outputs will be undertaken as part of the proposed MTR mission in Q2/Q3 2023. Construction works in Battambang is in progress. In Siem Reap, 20 connections already installed. Ongoing. Master program running, being managed by AFD. About 70 students expected to graduate, with additional 25 if support is extended. |

Environmental Aspects | No significant environmental impacts are anticipated. All project sites are located outside sensitive areas and any impacts during construction and operation can be avoided and/or mitigated through proper design and high-quality construction, as well as the environmental management plans (EMPs) in place for each subproject package. EMPs were updated accordingly at detailed engineering design stage and re-disclosed to the ADB website. |
Involuntary Resettlement | No significant resettlement impacts are anticipated. Construction of facilities (treatment plants and pipes) will be on government owned land and reticulation systems will be along the right of way with minimal disturbance to livelihoods. |
Indigenous Peoples | Very few ethnic minorities were identified during the socioeconomic survey undertaken for project preparation. The survey identified ethnic minorities, only in Trakuan village in the Kampong Siem district of Kampong Cham province. 12 households (4.5%) are Cham, and two households (0.5%) are Vietnamese. Given the full integration of ethnic Cham into mainstream Khmer, a very small number of Vietnamese households encountered (who have also been integrated), and the identical impacts and benefits that will be realized by all households in the target areas. |
Stakeholder Communication, Participation, and Consultation | |
During Project Design | Stakeholders were involved in developing the project through public consultations, after which views expressed were incorporated into the project and in the planning and development of the project. The consultation process will be continued and expanded during project implementation to ensure that stakeholders are fully engaged in the project and have the opportunity to participate in its development and implementation. Measures were taken to include and promote gender equality and women's empowerment in the design of the Project so that women have equitable opportunities for access to and use of relevant services, resources, assets, or opportunities and participation in decision-making process. |
During Project Implementation | The public consultation and disclosure program is a continuous process throughout the project implementation, including project planning, design and construction. The Project will ensure participation of all stakeholders, which will strengthen inclusiveness. An ongoing communications process will be established with the affected communities to redress the environmental issues likely to surface during construction phases and also regarding the grievance redress mechanism. MISTI and MPWT organize public meetings and will update communities on project implementation progress. |

Procurement | Procurement of Goods, Works and Consulting Services - All procurement of goods and works will be undertaken in accordance with ADB's Procurement Guidelines, (2015, as amended from time to time). Except as ADB may otherwise agree, the thresholds in the table in the following Procurement Plan will apply to procurement of goods and works. - The procurement plan shall be updated annually or as required after every loan review mission or after award of each major International Competitive Bid (ICB) contract. Procurement Administration for the AFD Loan -Procurement of goods, works, and services under the Project to be financed out of the proceeds of the Cofinanciers' Loans shall be subject to the provisions of ADB's Procurement Guidelines (2015, as amended from time to time). -Selection, engagement and services of the consultants under the Project to be financed out of the proceeds of the Cofinanciers' Loans shall be subject to the provisions of the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers (2013, as amended from time to time). -ADB shall review and approve the procurement of goods, works, and services, and selection, engagement and services of the consultants to be financed out of the proceeds of the Cofinanciers' Loans (including, without limitation, all documents relating to the procurement of goods and services, and selection, engagement and services of the consultants) in accordance with the ADB's Procurement Guidelines and the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers referred in paras 55 and 56. -ADB acknowledges that AFD's activities have to comply with specific regulations imposing restrictive measures against certain persons, groups or entities. As such, ADB shall promptly advise AFD of the list of short listed or a proposal for award persons, groups or entities for procurement to be cofinanced for its review, and AFD shall convey to ADB any objection within fifteen (15) calendar days from the date of ADB's communication, in which case ADB and AFD shall consult to determine the appropriate course of action. In the absence of any information from AFD within the above time period, the short list or a proposal for award shall be considered approved by AFD. ADB further acknowledges that pursuant to its corresponding loan agreements with borrowers, AFD shall not be able to finance contracts to be executed by such ineligible persons, groups or entities. -ADB shall ensure that appropriate references to AFD are made in Procurement Notices to be published at ADB's website and documentation relating to the contracts under the Cofinanciers' Loans. AFD shall reciprocate in its relevant procurement notices and documentation. For national competitive bidding, advertising may be limited to the national press or official gazette, or a free and open access website, as applicable. ADB will send the Procurement Notices to AFD only if the executing agency requests ADB to publish Procurement Notices. Subject to timely submission of relevant information by the executing agency, ADB shall send to AFD such procurement notices two (2) weeks before publication on the ADB website to enable AFD to publish such procurement notices. |
