During Project Design The TA design is developed in consultation with government officials from the Ministry of Public Works and Transport (MPWT), Ministry of Finance (MOF), Ministry of Planning and Investment (MPI), water utilities, and communities.
During Project Implementation Key implementing partners will include the same category of stakeholders as were consulted with during TA preparation.
Business Opportunities
Consulting Services TA consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants (2013, as amended from time to time). TA implementation support will include consulting services of a firm. The firm will be engaged following quality- and cost-based selection (90:10, full technical proposal) for 18 person months (4 international specialists for 36 person-months and 1 national specialist for 12 person-months). The consultants will assist MPWT in procuring office equipment in accordance with ADB's Procurement Guidelines (2013, as amended from time to time).
Procurement All equipment procured will be handed over to the MPWT at the end of the TA. Goods will be procured using shopping procedure, as packages are expected to be less than $100,000 equivalent. TA consultants will also administer the costs for workshops, training and surveys. TA disbursements will be done in accordance with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time).
