Description The project preparatory technical assistance (PPTA) financed under ADB's Technical Assistance Special Fund (TASF) was approved on 19 December 2014 for $1,000,000. The PPTA was to prepare a project which would produce three outputs: (i) enhance road capacity and safety; (ii) improve road asset, management capacity, and implementation; and (iii) improve project preparation, supervision and implementation. Project Rationale and Linkage to Country/Regional Strategy Mongolia is a large, sparsely populated country located between the People's Republic of China (PRC) and the Russian Federation. Rapid development of mining sector brought to the country economic growth but limited employment, the critical ingredient of inclusive economic growth. To promote inclusive economic growth, regional economic cooperation and trade the country needs to develop its regional road network, trade and logistics infrastructure and thereby boost agriculture, agribusiness and tourism. To ensure sustainability of its transport infrastructure, it needs to establish an efficient road asset management system.

During Project Design The consultation and participation strategy will ensure timely information to the project affected communities and all relevant agencies. Consultation and participation will include organizing public meetings and focus groups with affected communities.
During Project Implementation The executing agency and the implementing agency, with support of the consulting team, will undertake consultations with key stakeholders.All consulting services contracts were completed. MOF requested follow up actions on the Regional Road Development and Maintenance Project. The Government request is based on the urgent needs and public opinions stemmed from severe damages caused by recent floods. In response, the TA amount was increased by $175,000 funded through ADB TASF and TA was also extended from 30 June 2018 to 30 November 2019.The additional TA financing was used to cover consulting services and other costs required for due diligence and other review for a proposed additional financing project. The services of the consultants to prepare the Phase 2 project have been completed satisfactorily.

Consulting Services

The consultants will be recruited as individuals and as a firm using quality and cost-based selection in accordance with ADB s Guidelines on the Use of Consultants (2013, as amended from time to time), using a ratio of 90% for the technical proposal and 10% for the financial proposal.

A national consulting firm and eight individual consultants have been contracted.

Procurement International competitive bidding procedures will be used for procurement of the road construction civil works. National competitive bidding procedures will be used for procurement of road maintenance civil works. Local procurement capacity will be assessed during the PPTA implementation. The PPTA will provide international consulting support to prepare bid documents, conduct bidding and evaluate the bids. Procurement system improvement program will be prepared according to the PPRR recommendations.
