1. Produce comparative analysis or study on historic origin and evolution of RCI to factor out region specific issues on RCI capacity development for productivity;

3. Deliver a comparative analysis and tailoring of best practices for RCI knowledge tools and instruments that are relevant and comparable to Asia.
