Consulting Services The project will make the best use of staff resources in both ADB and ADBI. The survey questionnaires and the study report will be jointly prepared by ADB and ADBI staff. To support the completion of the study report, the S-RDTA will hire an international consultant and national consultants mainly for assisting analyses on the report and helping organize study meetings and conduct surveys in the designated countries. The consultants will be selected and recruited individually in accordance with ADB's Guidelines on Consultants (2013, as amended from time to time) (Appendix 5).

ADB will be the Executing Agency and OREI will implement the S-RDTA. Disbursements under the S-RDTA will be made in accordance with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time).

The study under the S-RDTA will be handled by OREI and ADBI's research section cooperation with staff involved in SME related projects and/or having expertise in SME finance. A joint study report will be prepared and published at the end of this project as a thematic knowledge product on SMEs and production networks, and the initial findings from this study will be presented on the occasion of the RCI conference scheduled at ADB headquarters in November 2014. The study will be developed based on literature review and surveys in selected countries, with descriptive and empirical analyses to be conducted by OREI and ADBI.
