Consulting Services | The TA hired an international risk management expert to (i) strengthen financial risk management and credit and project management frameworks for HIDCL and (ii) provide trainings to HIDCL staff for the implementation of the frameworks. The consultant has started to work from Q3 2017 and most of the planned activities have been completed by Q3 2018. The TA also hired an international safeguards expert to (i) finalize an environmental and social management framework (ESMF) that is aligned with international best practices, (ii) support the establishment of environmental and social safeguard management unit (ESSM) and implementation of the new ESMF, and (iii) provide trainings for the ESSM staff and project sponsors. The safeguards expert started to work in Q3 2017 and a draft ESMF has been prepared in Q1 2018. Once the ESMF and ESSM are established, an international safeguards expert and one additional national safeguards expert (to be recruited) will support and monitor the implementation of ESMF |
