Project Rationale and Linkage to Country/Regional Strategy This technical and administrative support has been provided to date under the umbrella of RETA 6501, however the intended term and resources of this RETA have now been exhausted. The current practice of charging an administration fee for CEFPF cost recovery does not provide funding for all aspects of funds management, including monitoring, reporting and providing technical support to user departments. For the CEFPF to continue its current operations and achieve its stated purpose as a catalyst of clean energy investments in DMCs, a new resourcing structure is required. ADB Budget, Personnel and Management Systems Department (BPMSD) is leading a working group to explore solutions for better financial trust fund management, including changing the current system of fee allocations, and setting up cost centers for fund teams to put administrative arrangements on a sustainable footing; this SSTA is proposed to bridge the gap until this new solution for resourcing funds is finalized, and to ensure CEFPF's uninterrupted operation.

The technical assistance (TA) will require input from an individual international consultant for 12 person-months and individual national consultants for 48 person-months. ADB will engage all consultants in accordance with the Guidelines on the Use of Consultants (2013, as amended from time to time).

The implementing RSID Project Officer will serve as Team Leader to coordinate all inputs from all consultants under this TA.

Terms of Reference:

The consultants shall ensure that all works and outputs under this TA are fully compliant with ADB and Government policies and guidelines.

a. Clean Energy Funds Management Team Leader (1 National Consultant, 12 person months). The Consultant will work in RSID to support the activities of the CEFPF, including the individual trust funds. Under the guidance of the Facility/Fund Manager or his/her designate, the Consultant will supervise team members as well as coordinate with other staff and consultants in various departments throughout ADB. The consultant is expected to hold relevant tertiary qualifications and have a minimum of five years' experience in funds management, clean energy or related fields.

b. Clean Energy Funds Assistant Fund Manager (1 National Consultant, 12 person months). The Assistant Fund Manager will work closely with the Facility Manager, Fund Manager, and regional departments and will be responsible for the various activities related to several fund operations, budget and program monitoring, report preparation, application processing, knowledge management, and individual fund administration. The Assistant Fund Manager will also work extensively with Project Team Leaders from regional departments on the preparation, evaluation, and revision of project proposals. The consultant is expected to hold relevant tertiary qualifications and have a minimum of three years' experience in funds management, clean energy or related fields.

c. Clean Energy Expert (1 International Consultant, 12 person months). The expert is expected to assist operations departments (ODs) and RSID in pursuing action plans directed towards the increase of clean energy investments in developing member countries (DMCs), with focus on demand side energy efficiency, in particular building and industry. The consultant is expected to hold relevant tertiary qualifications and have a minimum of eight years' experience in clean energy, energy efficiency or related fields.

d. Financial Control Expert (1 National Consultant, 12 person months). The Financial Control Expert will be recruited to oversee the Facility's financial transactions and maintain a financial management system in a manner that is compliant with generally accepted accounting principles and harmonized with ADB's policies and procedures in close coordination with concerned offices within ADB (e.g., CTL, OAS). The Financial Control Expert will report to the Facility Manager, Alternate Facility Manager, and Energy Specialist of the Sustainable Infrastructure Division (RSID). The consultant is expected to hold relevant tertiary qualifications and have a minimum of three years' experience in funds management, financial control or related fields.

e. Results Management Expert (1 National Consultant, 12 person months). The Results Management Expert will work in RSID to support the activities of CEFPF reporting to the Facility/Fund Manager, or his/her designate. The consultant is expected to hold relevant tertiary qualifications and have a minimum of three years' experience in finance, funds management, monitoring and evaluation or related fields.
