Description The SSTA will support the Government of the Islamic Republic of Afghanistan's (GoIRA) efforts to strengthen its public debt management system and processes, which is crucial to help offset the effect of the impending withdrawal of external grant support.
Project Rationale and Linkage to Country/Regional Strategy Afghanistan has made remarkable progress in strengthening accountability, effectiveness and inclusiveness of state institutions since the reconstruction process began in 2002. However, a fragile security situation, political instability and fragile economy continue to hinder the state's efforts towards self-reliance, the overarching goal which guides the government's development strategies since the Tokyo Mutual Accountability Framework was introduced in 2012.
