Project Outcome
Description of Outcome The public sector compensation system improved, in terms of governance and incentives
Progress Toward Outcome This project will produce policy recommendations of the compensation system reforms in the public sector based on the analyses of its current status, its major challenges, and international good practice. The scope of the public sector includes governmental institutions and public service units. The compensation system covers not only wages/salary but also various allowances.

1. Policy recommendations (a knowledge product) on improving a compensation system in the public sector produced

Capacity of relevant government officials in compensation systems improved

Status of Implementation Progress (Outputs, Activities, and Issues) The Final Workshop held on 20 June 2017. The revised final report and knowledge product were submitted in August 2017. This TA will be closed on 30 September 2017.

During Project Design The technical assistance was prepared in consultation with the government.
During Project Implementation The technical assistance will be implemented by the Ministry of Finance in cooperation with other line ministries, local governments and public service units under close communication with ADB.

Consulting Services The TA will require a total of 25.5 person-months of consulting services: an international public sector management specialist for 5 person-months, a national public sector specialist (government institutions)/team leader for 7.5 person-months, a national public sector specialist (public service units of education and research institutions) for 7 person-months, and a national public sector specialist (public service units of medical institutions) for 6 person-months.
