| Consulting Services | 1. The technical assistance (TA) will require input from national consultants for 20 person-months. ADB will engage all consultants in accordance with the Guidelines on the Use of Consultants (2013, as amended from time to time). 2. The implementing KSSC Project Officer will serve as Team Leader to coordinate all inputs from all consultants under this TA. 3. The consultants shall ensure that all works and outputs under this TA are fully compliant with ADB and Government policies and guidelines. a. Lead Logistics Coordinator (1 National Consultant, 6 person months). The Consultant will work to support the Team Leader. Specific tasks assigned to the Consultant include, but will not be limited to: (i) Assist the Team Leader to consult with ADB staff and potential executing agencies and identify the potential projects and potential executing agencies in consultation with the staff of operations departments. (ii) Assist the Team Leader to develop long list of technologies options in excel format. (iii) Develop 10 online networks of email or social application comprising ADB staff, executing agencies, technology and solution providers. (iv) Act as secretariat to facilitate the e-mail communication among the community members. (v) Lead logistics for preparing and conducting a knowledge program to be held in the second quarter of 2015 in Manila. (vi) Lead in the logistics for preparing and conducting three related workshop to be held in the third quarter of 2015. (vii) Undertake other related tasks as may be assigned by the Team Leader. b. Assistant Logistics Coordinator (1 National Consultant, 6 person months). The Consultant will work to support the Team Leader. Specific tasks assigned to the Consultant include, but will not be limited to: (i) Assist the Team Leader to consult with ADB staff and potential executing agencies and identify the potential projects and potential executing agencies in consultation with the staff of operations departments. (ii) Assist the Team Leader to develop long list of technologies options in excel format. (iii) Develop 10 online networks of email or social application comprising ADB staff, executing agencies, technology and solution providers an online network with the potential knowledge partners. (iv) Assist logistics for preparing and conducting a knowledge program to be held in the second quarter of 2015 in Manila. |
| Procurement | ADB will serve as the Executing and Implementing Agency for the SSTA. The SSTA will have a term of 12 months starting 1 January 2015. Two national consultants' inputs of approximately 6 person-months each will be required; outline terms of reference for consultants are attached at Appendix 3. All consultants will be engaged according to the Guidelines on the Use of Consultants by the Asian Development Bank and its Borrowers (March 2013, as amended from time to time). All disbursements under the TA will be made in accordance with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time). |
