Enhanced understanding of the requirements and implications of ASEAN membership.

Successful implementation of a program of legal and regulatory reforms to meet ASEAN requirements

Status of Implementation Progress (Outputs, Activities, and Issues)

Output 1. Analytical report on the alignment of Timor-Leste's legal code with ASEAN's binding legal instruments completed by March 2016. The legal specialist has completed a high-level review and work on a more in-depth review is ongoing.

Output 2. Time-bound reform program to achieve compliance with binding and non-binding ASEAN requirements is finalized by June 2016. The TA team supported preparation of Timor-Leste's ASEAN Mobilization Plan and is preparing for a validation workshop.

Output 3. ASEAN focal point system is functional in all relevant government ministries. The government has moved away from individual focal points and is now working to establish up to date listings of all key contacts in relevant ministries. The TA is supporting this process.

Output 4. Timor-Leste makes regular reports on progress toward meeting ASEAN requirements to the ASEAN Secretariat and member states. The formal communications envisaged here are yet to happen, but the TA has been supporting communications with domestic stakeholders

During Project Design

Consultations with government representatives, the private sector, and civil society representatives confirmed that regional integration is a priority for Timor-Leste.

Initial TA activities have supported a range of training and capacity development programs for government officials and have supported communications, outreach, and information sharing with the private sector and civil society.
