The government of Georgia has requested the Asian Development Bank (ADB) provide support by lending for the proposed Georgia State Electrosystem (GSE) Corporatization and Electricity Market Reforms Program.

The proposed program aims to strengthen the corporate governance and financial management of GSE (Georgia's electricity transmission company). These reforms are critical to strengthen GSE's corporate governance, financial management, transparency and debt sustainability. The proposed policy-based loan will be implemented during 2019-2020. The indicative loan amount for the program loan is $50 million from ordinary capital resources (regular).

Description

The government of Georgia has requested the Asian Development Bank (ADB) provide support by lending for the proposed Georgia State Electrosystem (GSE) Corporatization and Electricity Market Reforms Program.

The proposed program aims to strengthen the corporate governance and financial management of GSE (Georgia's electricity transmission company). Project Rationale and Linkage to Country/Regional Strategy

The transaction technical assistance (TA) will help the government design and develop the capacity to implement the reform program, and undertake program coordination with stakeholders. The transaction TA is needed on the following grounds:

(i)program due diligence requires external expertise;

(ii)although the government is committed to implementing reforms, there is a need to build stakeholders' implementation capacity;

(iii)external expertise is needed to develop and support implementation of the corporate governance plan and debt management strategy; and

(iv)to support donor coordination and stakeholder consultation.

During Project Implementation All consultants have been hired and relevant consultations are ongoing. TA has been extended until 15 December 2020.
Business Opportunities
Consulting Services The Ministry of Finance will be the executing agency, MOESD will be the implementing agency, and GSE will lead in implementing policy actions. A technical team established within MOESD and the Ministry of Finance, comprising ministry staff and experts hired under the TA, will be responsible for implementing the program actions and coordinating with development partners. The policy gaps and required actions will be identified and implemented with support from the transaction TA experts during July 2018-January 2019.
