The proposed regional research and development technical assistance (TA) will contribute to promoting smart infrastructure and systems in selected cities under the Future Cities Program (FCP) of the Asian Development Bank (ADB), with particular emphasis on pro-poor support, facilitating positive steps toward sustainable and livable cities, and knowledge solutions consistent with ADB's Urban Operational Plan, 2012 2020. The TA is aligned with Strategy 2020, which promotes environmentally sustainable development (particularly livable cities), and with ADB's Midterm Review of Strategy 2020, which emphasizes ADB's actions and need to be innovative, inclusive, integrated, and operationally relevant. The TA will identify smart solutions to improve the living standards of city residents, focusing on the urban poor and women, and could lead to the preparation of relevant investment projects where ADB could provide further financing assistance.

|Description||The proposed regional research and development technical assistance (TA) will contribute to promoting smart infrastructure and systems in selected cities under the Future Cities Program (FCP) of the Asian Development Bank (ADB), with particular emphasis on pro-poor support, facilitating positive steps toward sustainable and livable cities, and knowledge solutions consistent with ADB's Urban Operational Plan, 2012 2020. The TA is aligned with Strategy 2020, which promotes environmentally sustainable development (particularly livable cities), and with ADB's Midterm Review of Strategy 2020, which emphasizes ADB's actions and need to be innovative, inclusive, integrated, and operationally relevant. The TA will identify smart solutions to improve the living standards of city residents, focusing on the urban poor and women, and could lead to the preparation of relevant investment projects where ADB could provide further financing assistance.|
|Project Rationale and Linkage to Country/Regional Strategy||The TA aims to enhance ADB's operational knowledge of promoting pro-poor smart solutions to the development of cities by developing knowledge and learning products; facilitating partnerships between cities; and conducting pre-feasibility studies on smart solutions, with an emphasis on poverty reduction and inclusiveness, to enhance and leverage city and business investments, and citizens' potential. The TA will be applied in cities participating in the FCP, using the city relationships already created to enhance existing projects. It will also provide a One ADB approach toward leveraging additional integrated urban investments, facilitating alternative financing modalities such as public private partnerships, and promoting cooperative research thereby applying _Finance ++_ principles.|
|Impact||Sustainable and inclusive investments in smart city development projects in Asia and the Pacific are enhanced|
|Description of Outcome||Smart city knowledge and good practices targeting pro-poor initiatives enhance ADB's FCP projects|
|Progress Toward Outcome||
Linkages with other SDCC TAs established, specifically Future Cities, Future Women Initiative (Gender TG), Localizing SDGs (Governance TG) and Unlocking Innovations for Development (Finance SG) for joint work in Mandalay, Suva, Tbilisi and Ulaanbaatar.
Solid proof-of-concept towards smart, digital-based solutions delivered in pilot cities: blockchain-based platform for land leasing in Suva and spatial-based decision support data systems for Bandung.
Technical support towards establishing intelligent transport systems/bus route network in Tbilisi taken forward by city government for implementation.
|Description of Project Outputs||
Cities are engaged in understanding, identifying, and sharing best practice pathways toward smart infrastructure for future livable cities, with an emphasis on pro-poor initiatives
Integrated smart infrastructure projects, emphasizing pro-poor initiatives, conceptualized with concrete funding modalities
Relevant smart city knowledge products and smart city networks developed
|Status of Implementation Progress (Outputs, Activities, and Issues)||
- Smart city diagnostics undertaken in 5 cities - Bandung, Mandalay, Suva, Tbilisi and Ulaanbaatar
- City stakeholders actively engaged in the ongoing development of smart city management improvement plans
- Smart city group (comprising government, business and NGO representatives) initiated in at least 3 cities
- Created a platform for collaborative problem-solving using digital technology via a multi-stakeholder hackathon event Smart City Challenge' organized in cooperation with the Fijian Government's Ministry of Industry, Trade and Tourism. Winning team received entry into Fiji's Young Entrepreneurship Scheme (YES) Program which awards mentorship and grant funding of up to US$15,000.
- Custom-tailored smart solutions in various stages of adoption and implementation: a) Bandung City - centralized data platform for better urban planning; b) Greater Suva Area - digital land registry with a functional blockchain technology application; and c) Tbilisi integration of intelligent transport systems in the city transport strategy.
- Enhanced knowledge of DMC officials on smart city development through meetings, conferences, workshops including, but not limited to: Asian Smart Cities Conference (Yokohama), 9th World Urban Forum (Kuala Lumpur), World Cities Summit (Singapore).
