India: Strengthening Climate Change Resilience in Urban India - Supporting Climate Change-Resilient Smart Cities Mission Projects (Subproject 2)
The Cluster Technical Assistance (C-TA) subproject would support climate- and disaster resilient smart cities projects in two key areas: (i) conduct advanced climate risk and vulnerability assessments, resulting in integrated climate change-resilient urban plans, and strategic and actionable recommendations to strengthen urban climate change resilience of urban infrastructure and services (drinking water supply, sewage collection, wastewater treatment, drainage, sustainable urban transport, energy efficiency, etc.); and (ii) provide technical support to select state government agencies and cities in the implementation of the national urban flagship programs, including identification of smart, innovative and sustainable urban management projects, and support for institutional and capacity strengthening measures, including facilitation of PPPs, some of which would be considered under an ADB investment program and/or financing through a line of credit being established by ADB with one of the financial interme

Project Rationale and Linkage to Country/Regional Strategy | ADB's urban program focuses on expanding the coverage, quality, and continuity of inclusive basic services while embracing the principles of resilience and efficiency. The TA promotes convergence with government's flagship Smart Cities Mission, and will provide provide direction to the urban local bodies in developing well-planned cities which are livable and sustainable, reduce greenhouse gas emissions, and resilient to climate-change-related risks. The TA builds from ADB's country partnership strategy, 2013 -2017 for India, which supports (i) energy efficiency, (ii) sustainable transport systems, and (iii) efficient and sustainable water management, including advice on policy and institutional reforms. | ||||

Status of Implementation Progress (Outputs, Activities, and Issues) | Out of the approved $2.5 million, $2,317,178 million (92.69%) has been awarded and $1,433,521 (61.86%) disbursed as of 06 October 2020. A consulting firm and individual consultants are engaged to support smart cities of Kakinada, Raipur, Thiruvananthapuram and Kochi (Kerala), Jalandhar (Punjab), and Ranchi (Jharkhand) in preparation of climate resilient infrastructure investment plans. They have either submitted the final reports or still on track to completing their work. The TA supported a study tour of the Smart Cities officials from India to Korea in October 2018 to attend a workshop on 'Promoting Environmentally Sustainable Smart Cities', and is currently supporting Climate Smart Cities Assessment Framework launched by the MOHUA to help cities understand challenges faced due to climate change impacts. |

Consulting Services | Consulting services will be contracted by ADB to a firm (or a consortia of firms), which will be engaged under an Indefinite Delivery Contract (IDC), involving retention without commitment for 1.5-year, which will be selected following a standard quality- and cost-based selection method (ratio 90:10) on the basis of a full technical proposal. A team of individual consultants (2 international and 7 national) will be also be recruited for 42 person-months inputs to support the preparatory work, initial due diligence, and help building capacity in key areas such as climate resilience, PPP, financial management, environmental and social safeguards. All consultants, including firms and individuals, will be recruited in accordance with ADB's Guidelines on the Use of Consultants (2013, as amended from time to time) and consistent with ADB's Midterm Review of Strategy 2020 Action Plan (actions 2.9.2 and 2.10.2). |
