The Nationwide Rollout of JobStart Philippines (JSP) is based on the Philippine Development Plan, 2011-2016 and will contribute to the government's efforts to increase youth employment rates. In particular, the project will support the government's efforts to establish the nationwide institutional setup for the JSP rollout and ensure 100,000 at-risk youth access JSP services under the rollout between 2015 and 2020.

- The JobStart Philippines program is in it's 5th year of implementation since the approval of the JobStart Act. A total of 35 PESOs have implemented the program. Implementation was deferred to 2021 due to the Covid-19 situation.

1. Capacity development of JSP Unit at DOLE headquarters and RDOs strengthened
2. Life skills curriculum developed and rolled out nationally
3. Capacity of 24 PESOs in JSP implementation developed.
- Status of Implementation Progress (Outputs, Activities, and Issues)
- To date, the Jobstart Program was implemented in 35 PESOs. JSP implementation in 18 PESOs is on-going for 2019. Capacity building activities for Bureau of Local Employment and Public Employment Services Offices are being conducted for Luzon, Visayas and Mindanao, with a particular focus on technical-vocational integration, delivery of Life Skills Training, and gender-sensitive career guidance and employment facilitation. Activities carried out by the consulting firm, Scope Global, was completed in June 2019. The TA will continue to provide support for implementation of JobStart activities, particularly Life Skills Trainings throughout 2019, while reducing administrative support in line with growing ownership for implementation by local government units.

- A firm will be engaged in accordance with the Guidelines on the Use of Consultants (2013, as amended from time to time) to carry out activities under the TA. The consulting services under the TA will comprise of two international specialists: (i) the team leader with employment program experience (15 person-months) and the international finance officer (15 person-months). A total of nineteen national specialists will be engaged by Scope Global: (i) two finance experts to assist DOLE with financial management and government budgeted grant disbursements (10 person-months each), (ii) one information and communication technology expert (10 person-months) to assist DOLE with IT facilities for JSP, (iii) 14 training and internship officers (TIOs, 15 person-months each) will be recruited by the firm and placed with 24 PESOs on a rotating basis over 15 month period for capacity building, (iv) one communications and media relations expert will be engaged (10 person-months) to support development of and implementation of a communications and media strategy, and (v) one project administrator (15 person-months) will also be engaged. The firm will subcontract a life skills training provider to implement training program. Selection will be on a competitive basis with a fixed amount contract. The TA will be disbursed in line with the Technical Assistance Disbursement Handbook (2010, as amended from time to time). The purchase of equipment will be done in accordance with ADB's Procurement Guidelines (2015, as amended from time to time) and such equipment will be turned over to the executing agency/implementing agency upon completion of TA activities.
