International and national consultants have been mobilized.

An international workshop was held in Chongqing in October 2015 to deepen the understanding of best practice in such PPPs learning from the experience of other countries and elsewhere in PRC. The workshop addressed key challenges faced in the planning, design, investment, operation and management of metro projects, and offered practical solutions on adopting PPPs in subways in both Chongqing and elsewhere in the PRC. The workshop has laid the foundation for the TA's support to strengthen Chongqing's approach to PPPs.

Reports have been prepared by international consultants on tools for the preparation and management of PPPs:

- improved approaches for identifing projects and assessing their readiness

- guidance on the leadership and composition of project teams

- a detailed project cycle with checklists and forms

- principles of and mechanisms for government procurement of services delivered by PPP projects and the government contribution of land resources to PPP projects

- a template for the declaration of fiscal risks and its initial submission

ADB staff have also designed a project development facility suitable for Chongqing.

National consultants drafted a report on PPPs in Chongqing, and led preparations for a series of workshops and seminars on PPP units and key issues facing PPP management. Assessments are ongoing in preparation for a final, wrap-up workshop.

During Project Design The technical assistance was prepared in cooperation with the Chongqing Municipal Finance Bureau, Development and Reform Commission, and other key government agencies.
