Status of Implementation Progress (Outputs, Activities, and Issues)

Output 1: A comprehensive baseline assessment of the de-jure and de-facto governance of autonomous public agencies will be finalized in Q4 2017. Initial support on non-tax revenue forecasting has been provided and an overall reform program to increase the non-tax revenue from fees and charges has been prepared. This reform plan will need to be adjusted and re-confirmed with the new government. Work on state owned enterprise reform and fiscal decentralization was postponed pending the completion of the elections.

Output 2: The economics training specialist has been mobilized and staff from MOF and other ministries have been receiving regular training and capacity building support. A specialist who is affiliated with Cornell University and the Commitment to Equity Institute has been working with the Ministry of Finance and other Government stakeholders on a comprehensive assessment of the welfare impacts of current fiscal policies. Initial findings from the assessment have been presented and the report will be finalized in Q4 2017.

During Project Design A range of stakeholders were consulted during the project design. These consultations confirmed that fiscal reforms are a priority and an area were the objective of improved fiscal sustainability through revenue and expenditure reforms must be balanced with the government's poverty reduction and service delivery goals.
During Project Implementation A range of government, private sector, and civil society stakeholders were consulted during the scoping mission for the non-tax revenue reforms and provisions for regular communication have been included in the draft work-plan for the reform.
