Summary of Environmental and Social Aspects
Environmental Aspects The proposed Decentralized Public Service and Financial Management Cluster Sector Development Program (DPSFM II) seeks to assist improved local public service delivery by supporting the development of sub-national administrations accountable to their citizens, through the implementation of the Royal Government of Cambodia's (the Government) Decentralization and De-concentration (D&D) reforms. The proposed Second DPSFM program will include a policy loan and a project loan. The project loan will provide technical assistance to the design and establishment of the National Institute for Local Governments. At this stage, no civil works component is expected to be included in the loan, so no environmental impact is envisaged from the implementation of the project.
Involuntary Resettlement The project has no civil-works component. The project loan will be limited to the preparation and institutional design of the National Institute for Local Government which justifies assigning a category 'C' for IR. For the policy-based loan, direct and indirect IR impacts associated with policy actions to be supported by the program will be assessed as part of the PPTA. A matrix of potential impacts of each policy action, together with appropriate mitigation measures will be prepared.
Indigenous Peoples The project has no civil-works component which may impact on any IP community/group. For the policy-based loan, direct and indirect IP impacts associated with policy actions to be supported by the program will be assessed as part of the PPTA. A matrix of potential impacts of each policy action, together with appropriate mitigation measures will be prepared. Moreover, the design of accountability mechanism for the 10 pilot SNAs will ensure that IP groups in these districts are able to meaningfully participate in the process.
