The proposed regional capacity development technical assistance (RCDTA) will directly contribute to pillars 1, 2, and 3 of ADB's Public Private Partnership Operational Plan 2012-2020 by:

- - legal and regulatory regimes conducive to PPP projects and private sector investment; and

- - project- and/or sector-specific model documentation in support of PPP projects; and

The proposed regional capacity development technical assistance (RCDTA) will directly contribute to pillars 1, 2, and 3 of ADB's Public Private Partnership Operational Plan 2012-2020 by:

The TA will require the services of international and national law firms, qualified to advise on the laws of the relevant jurisdictions. These law firms will be engaged as needed to deliver outputs 1 and 2. Other consultants with relevant expertise (i.e., management specialists, accountants, and/or project finance specialists) may also be required (e.g., to assist in developing policy frameworks).

International and national consultants will also be appointed as required for the implementation of output 3. Consultants will be recruited using the appropriate selection methods, following ADB's Guidelines on the Use of Consultants (2015, as amended from time to time). Disbursement under the TA will be done in accordance with ADB's Technical Assistance Disbursement Handbook (2010, as amended from time to time).
