The proposed Khulna Sewerage System Development Project (KSSDP) will develop a new sewerage system in Khulna, covering commercial and densely populated areas with about 850,000 population by 2027. The project will specifically support (i) establishment of two sewage treatment plants with a capacity of 80,000 cubic meter (m3) per day and one fecal sludge treatment plant of 160 m3 per day; (ii) construction of 269 kilometers of sewer network; (iii) around 27,000 property level sewer connections; (iv) capacity development of the Khulna Water Supply and Sewerage Authority; and (v) awareness-raising on sanitation and hygiene.

Project Rationale and Linkage to Country/Regional Strategy The project aims to establish a sustainable and inclusive sewerage system in Khulna, the third largest city in Bangladesh. Khulna's residents have been experiencing persistent urban service limitations, particularly in sewage management. As there is no sewerage system in Khulna, vast quantities of sewage and fecal sludge enter groundwater or surface drains causing clogging and serious environmental problems as well as public health risks.

Status of Implementation Progress (Outputs, Activities, and Issues) Major progress includes (i) completion of field survey; (ii) preparation of working drawings; (iii) approval of 11 kilometers (km) of working drawings by KWASA; (iv) procurement of 90 km of High-density polyethylene (HDPE) pipe from abroad; and (v) laying down 175 meters of pipeline (no manholes, inspection pits, and master traps installed).

Summary of Environmental and Social Aspects
Environmental Aspects The project is classified as Category B for environment safeguards as per ADB Safeguard Policy Statement (SPS) 2009. An updated Initial Environment Examination (IEE) was uploaded on the ADB Website in May 2021. The IEE was attached to the bidding documents for the procurement of works.
Involuntary Resettlement The project is classified as Category B for involuntary resettlement. The resettlement plan has been prepared in accordance with applicable legal and policy frameworks of the Government of Bangladesh, namely the Acquisition and Requisition of Immovable Property Act (ARIPA), 2017 and ADB Safeguards Policy Statement (SPS) 2009. An updated Resettlement Plan was uploaded in the ADB Website in May 2021.
Indigenous Peoples The project is classified as Category C for indigenous peoples as per ADB SPS 2009. The District Population Handbook of Khulna, Census 2011 by Bureau of Statistics does not report any presence of indigenous population in the Khulna city area. No population or population group in the project impact zone qualifies as indigenous peoples as per SPS. An updated Resettlement Plan was uploaded in the ADB Website in May 2021.
Stakeholder Communication, Participation, and Consultation
During Project Design A stakeholder communication strategy will be prepared and will be submitted to ADB for review. The strategy will follow ADB's access to Information Policy 2018.
During Project Implementation The project intends to maximize transparency by communicating relevant project information to stakeholders through various channels. All the procurement related information and safeguards documents were posted on the website of KWASA. The PMU will also fully disclose relevant project related information through public briefings, display notices on bulleting boards and through its annual reports, etc.

Consulting Services Consulting services will be undertaken by KWASA in accordance with the ADB Procurement Policy (2017, as amended from time to time) and the Procurement Regulations for ADB Borrowers (2017, as amended from time to time).
